SUBJECT: Contract for Right of Way Debris Removal Equipment
DEPARTMENT: Public Works
BACKGROUND
As a result of the earthquake on January 17, 1994, it is estimated that 6,000 block walls and
1,000 chimneys were damaged. Consequently, the City of Santa Clarita designed a program
to abate public safety hazards and remove debris from the public right-of-way. The City
entered into contracts with the California Conservation Corps (CCC) and the Los Angeles
County Department of Public Works (DWP) for the labor and equipment necessary to
perform the needed services. To date, the CCC and the County have removed approximately
45,000 tons of debris.
The County of Los Angeles has indicated that the availability of equipment necessary to
continue providing the service cannot be guaranteed for the following weeks. Accordingly,
Staff has researched other avenues to supplement the CCC in order for them to continue with
the debris removal program.
The Applied Environmental Management Company (AEM) has offered to provide the City
with the same level of service that the County currently provides for debris removal. A
comparison of costs between the County and AEM indicates that AEM is more cost effective
by 25 % per ton than the County.
Direct Staff to enter into agreements with Applied Environmental Management using a time
and materials contract.
