SUBJECT: Resolution of Consent for Grant Applications under the
Los Angeles County 1992 Proposition A, Safe Neighborhood
Parks, Competitive Grant Programs
Resolutions 94-30, 94-31, 94-32, 94-33, 94-34 and 94-35.

BACKGROUND
The first procedure in the Proposition A grant application requires an authorizing resolution
to continue with the application process from the City Council.
On November 3, 1992, the people of the County of Los Angeles voted to enact Proposition
A, Safe Neighborhood Parks, and to create the Los Angeles County Regional Park and
Open Space District, the administrator of the funds.
The City is eligible to submit applications in six competitive grant categories. Each grant
application requires specific criteria and will be individually evaluated and rated accordingly.
Funds are available in the following Competitive Grant Programs:
Trails Acquisition and Development
Rivers and Streams
Urban Tree Planting
At -Risk Youth Recreation and Services Facilities
Graffiti Prevention
Senior Center and Recreation Facilities
Certain geographic areas within Los Angeles County will be given preference for the award
of funding; however, staff feels confident that the need and exceptional project proposals
should make the City, a public agency, a highly competitive candidate for funding.
RECOMMENDATION
It is recommended that the City Council approve Resolution Numbers 94-30, 94-31, 94-32,
94-33, 94-34, and 94-35 supporting the grant applications for the Los Angeles County 1992
Proposition A, Safe Neighborhood Parks, competitive grant program.

RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA, CALIFORNIA
APPROVING THE APPLICATION FOR GRANT FUNDS
FROM
THE LOS ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT
TRAIL ACQUISITION AND DEVELOPMENT COMPETITIVE GRANT PROGRAM
FOR
"SANTA CLARA RIVER HIKING AND RIDING TRAILS"
WHEREAS, the people of the County of Los Angeles on November 3, 1992, enacted
Los Angeles County Proposition A, Safe Neighborhood Parks, Gang Prevention,
Tree -Planting, Senior and Youth Recreation, Beaches and Wildlife Protection (the
Proposition), which, among other uses, provides funds to public agencies and nonprofit
organizations in the County for the purpose of acquiring and developing land and
rights-of-way for walking, hiking, horse, bicycle and handicapped access trails; and
WHEREAS, the Proposition also created the Los Angeles County Regional Park and
Open Space District (the District) to administer said funds; and
WHEREAS, the District has set forth the necessary procedures governing applications
for grant funds under the Proposition; and
WHEREAS, Section 8.a.3.A of the Proposition has allocated funds for the acquisition
and development of land and rights-of-way for walking, hiking, horse, bicycle and
handicapped access trails; and
WHEREAS, the City of Santa Clarita has entered into an agreement to perform the
above project; and
WHEREAS, the District's procedures require the City of Santa Clarita to certify, by
resolution, the approval of the application before submission of said application to the
District; and
WHEREAS, the City of Santa Clarita selected for a grant award will be required to enter
into an Agreement with the District for the performance of the project as described in the
application; and
WHEREAS, said Agreement will contain assurances that the City of Santa Clarita must
comply with, including an assurance to provide any additional funds that may be required
to complete the project if the grant funds required are insufficient and an assurance to
maintain the property in perpetuity;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Santa Clarita
hereby:
Approves the filing of an application with the Los Angeles County Regional Park
and Open Space District for funds allocated under Section 8.a.3.A of the
Proposition for the above-named Project; and
2. Certifies that the City of Santa Clarita understands that it will be required to
provide additional funding for the above-named Project if the requested grant
funds are insufficient to complete said Project; and
3, Certifies that the City of Santa Clarita has, or will have, sufficient funds to operate
and maintain the property(s) in perpetuity; and
4. Appoints the Director of Parks, Recreation and Community Services Department
of the City of Santa Clarita to conduct all negotiations, and to execute and submit
all documents including, but not limited to, applications, agreements,
amendments, payment requests and so forth, which may be necessary for the
completion of the aforementioned Project.

FOR THE LOS ANGELES COUNTY REGIONAL BIKEWAY SYSTEM"
WHEREAS, the people of the County of Los Angeles on November 3, 1992, enacted
Los Angeles County Proposition A, Safe Neighborhood Parks, Gang Prevention,
Tree -Planting, Senior and Youth Recreation, Beaches and Wildlife Protection (the
Proposition), which, among other uses, provides funds to public agencies and nonprofit
organizations in the County for the purpose of restoring, rehabilitating and acquiring natural
lands and/or developing recreational resources along the Santa Clara, San Gabriel and Los
Angeles Rivers or their tributaries; and
WHEREAS, the Proposition also created the Los Angeles County Regional Park and
Open Space District (the District) to administer said funds; and
WHEREAS, the District has set forth the necessary procedures governing applications
for grant funds under the Proposition; and
WHEREAS, Section 8.a.3.D and 11.d.1 of the Proposition have allocated funds for the
acquisition and rehabilitation of natural lands, wildlife enhancement or development of
compatible recreational resources along the Santa Clara, San Gabriel and Los Angeles
Rivers or their tributaries; and
WHEREAS, said Project does not include mitigation activities required under Federal
or State laws; and
WHEREAS, said Project is not for the purpose of flood control;
WHEREAS, the City of Santa Clarita has entered into an agreement to perform the
above project; and
WHEREAS, the District's procedures require the City of Santa Clarita to certify, by
resolution, the approval of the application before submission of said application to the
District; and
WHEREAS, the City of Santa Clarita selected for a grant award will be required to enter
into an Agreement with the District for the performance of the project as described in the
application; and
WHEREAS, said Agreement will contain assurances that the City of Santa Clarita must
comply with, including an assurance to provide any additional funds that may be required
to complete the project if the grant funds required are insufficient and an assurance to
maintain the property in perpetuity;

WHEREAS, the people of the County of Los Angeles on November 3, 1992, enacted
Los Angeles County Proposition A, Safe Neighborhood Parks, Gang Prevention,
Tree -Planting, Senior and Youth Recreation, Beaches and Wildlife Protection (the
Proposition), which, among other uses; provides funds to public agencies and nonprofit
organizations in the County for the purpose of planting trees as urban beautification projects;
and
WHEREAS, the Proposition also created the Los Angeles County Regional Park and
Open Space District (the District) to administer said funds; and
WHEREAS, the District has set forth the necessary procedures governing applications
for grant funds under the Proposition; and
WHEREAS, Section 8.a.3.0 of the Proposition has allocated funds for the purpose of
planting trees in public places as urban beautification projects; and
WHEREAS, the City of Santa Clarita has entered into an agreement to perform the
above project; and
WHEREAS, the District's procedures require the City of Santa Clarita to certify, by
resolution, the approval of the application before submission of said application to the
District; and
WHEREAS, the City of Santa Clarita selected for a grant award will be required to
enter into an Agreement with the District for the performance of the project as described in
the application; and
WHEREAS, said Agreement will contain assurances that the City of Santa Clarita must
comply with, including an assurance to provide any additional funds that may be required
to complete the project if the grant funds required are insufficient and an assurance to
maintain the property in perpetuity;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Santa Clarita

WHEREAS, the people of the County of Los Angeles on November 3, 1992, enacted
Los Angeles County Proposition A, Safe Neighborhood Parks, Gang Prevention,
Tree -Planting,. Senior and Youth Recreation, Beaches and Wildlife Protection (the
Proposition), which, among other uses, provides funds to public agencies and nonprofit
organizations in the County for the purpose of developing and improving senior centers and
recreational facilities throughout the County; and
WHEREAS, the Proposition also created the Los Angeles County Regional Park and
Open Space District (the District) to administer said funds; and
WHEREAS, the District has set forth the necessary procedures governing applications
for grant funds under the Proposition; and
WHEREAS, Section 8.a.3.B of the Proposition has allocated funds for development and
improvement of senior centers and recreation facilities throughout the District; and
WHEREAS; the City of Santa Clarita will perform the above project; and
WHEREAS, the District's procedures require the City of Santa Clarita to certify, by
resolution, the approval of the application before submission of said application to the
District; and
WHEREAS, the City of Santa Clarita selected for a grant award will be required to enter
into an Agreement with the District for the performance of the project as described in the
application; and
WHEREAS; said Agreement will contain assurances that the City of Santa Clarita must
comply with, including an assurance to provide any additional funds that may be required
to complete the project if the grant funds required are insufficient and an assurance to

Proposition), which, among other uses, provides funds to public agencies and nonprofit
organizations in the County for the purpose of constructing and developing at -risk youth
recreation and service facilities; and
WHEREAS, the Proposition also created the Los Angeles County Regional Park and
Open Space District (the District) to administer said funds; and
WHEREAS, the District has set forth the necessary procedures governing applications
for grant funds under the Proposition; and
WHEREAS, Section 8.a.4 of the Proposition has allocated funds for construction and
development of at -risk youth recreation and service facilities throughout the District; and
WHEREAS, the City of Santa Clarita has entered into an agreement with the Santa
Clarita Valley Boys and Girls Club to perform the above project; and
WHEREAS, the District's procedures require the City of Santa Clarita and the Santa
Clarita Valley Boys and Girls Club to certify, by resolution, the approval of the application
before submission of said application to the District; and
WHEREAS, the City of Santa Clarita and the Santa Clarita Valley Boys and Girls Club
selected for a grant award will be required to enter into an Agreement with the District for
the performance of the project as described in the application; and
WHEREAS, said Agreement will contain assurances that the City of Santa Clarita and
the Santa Clarita Valley Boys and Girls Club must comply with, including an assurance to
provide any additional funds that may be required to complete the project if the grant funds
required are insufficient and an assurance to maintain the property in perpetuity;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Santa Clarita
hereby:
1. Approves the filing of a joint application with the Los Angeles County Regional
Park and Open Space District for funds allocated under Section 8.a.4 of the
Proposition for the above-named Project; and
2. Certifies that the City of Santa Clarita understands that it will be required to
provide additional funding for the above-named Project if the requested grant
funds are insufficient to complete said Project; and
3. Certifies that the City of Santa Clarita has, or will have, sufficient funds to operate
and maintain the property(s) in perpetuity; and
4. Appoints the Director of Parks, Recreation and Community Services Department
of the City of Santa Clarita to conduct all negotiations, and to execute and submit

WHEREAS, the people of the County of Los Angeles on November 3, 1992, enacted
Los Angeles County Proposition A, Safe Neighborhood Parks, Gang Prevention,
Tree -Planting, Senior and Youth Recreation, Beaches and Wildlife Protection (the
Proposition), which, among other uses, provides funds to public agencies and nonprofit
organizations in the County for the purpose of preventing graffiti and restoring exterior and
interior facades at park, recreation and other public facilities; and
WHEREAS, the Proposition also created the Los Angeles County Regional Park and
Open Space District (the District) to administer said funds; and
WHEREAS, the District has set forth the necessary procedures governing applications
for grant funds under the, Proposition; and
WHEREAS, Section 8.a.3.E of the Proposition has allocated funds for graffiti prevention
and restoration of exterior and interior facades at park, recreation and other public facilities;
and
WHEREAS, the City of Santa Clarita has entered into an agreement with the Los
Angeles County Sheriff's Department COBRA Team to perform the above project; and
WHEREAS, the District's procedures require the City of Santa Clarita and the Los
Angeles County Sheriff's Department COBRA Team to certify, by resolution, the approval
of the application before submission of said application to the District; and
WHEREAS, the City of Santa Clarita and the Los Angeles County Sheriff's Department
selected for a grant award will be required to enter into an Agreement with the District for
the performance of the project as described in the application;, and
WHEREAS, said Agreement will contain assurances that the City of Santa Clarita and
the Los Angeles County Sheriff's Department COBRA Team must comply with, including an
assurance to provide any additional funds that may be required to complete the project if the
grant funds required are insufficient and an assurance to maintain the property in perpetuity;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Santa Clarita
hereby:
