SUBJECT: SAN FERNANDO ROAD IMPROVEMENTS - PROJECT NO. 96.36

BACKGROUND
On January 11, 1994, the City Council authorized the advertisement of San Fernando Road
Improvements - Project No. 96-36. This project consists of two phases which were combined and
advertised as a single contract. Phase V of the San Fernando Road improvements consists of the
widening of Magic Mountain Parkway from Valencia Boulevard to San Fernando Road and the
replacement of the bridge over the Santa Clara River's South Fork. Phase II of the project consists
of the realignment of the intersection of Magic Mountain Parkway with San Fernando Road and the
widening of San Fernando Road from Magic Mountain Parkway to Drayton Street.
On Tuesday, March 29, 1994, the following bids were received by the City Clerk
Engineer's Estimate $5,283,047.65
Staff recommends that the project be awarded to Reyes -Security, Joint Venture, consisting of Reyes
Construction, Inc., and Security Paving Company, Inc. This is the first joint venture project for
Reyes -Security. Individually, Security Paving Company recently completed the construction of San
Fernando Road from Placerita Creek to Drayton Street (Phases III/IV) in a satisfactory manner.
Reyes Construction, Inc., has done similar work for the County of Los Angeles Department of Public
Works, Caltrans, and the City of Los Angeles Public Works Department. All of the references
indicated that the contractors performed work to their satisfaction.

Under the terms of City/State Agreement No. 4078, approved by the City Council on June 9, 1992,
the State has agreed to reimburse the City up to $8.044 million for right-of-way, utility relocations,
and construction costs for Phase V. In addition, Newhall Land and Farm has agreed to pay
$1 million towards Phase V of this project as partial satisfaction of conditions which were placed
on the Valencia Town Center. Under the terms of the Amendment to Agreement No. 4078 A-1,
approved by the City Council on July 13, 1993, the State will fund $581,000 for right-of-way costs
and $284,000 for construction and construction engineering costs with the City funding the
construction cost in the amount of $1,152,000 for Phase Il.
We have received Caltrans right-of-way certification and concurrence to award.
Award the project to Reyes -Security, J.V., in the amount of $4,900,585.48.
