Authorization to Allow the May 1994 San Fernando Valley Monthly
Transit Pass to be Valid Through June 30, 1994

In February 1994 Santa Clarita Transit initiated three express bus routes between the Santa
Clarita Valley and the San Fernando Valley in response to the reduced highway capacity
resulting from the January 1994 Earthquake. Because the City does not have the buses or
maintenance facilities to sustain this expanded service, these routes are being operated under
contract by Antelope Valley Bus Inc. FEMA is fully funding the operation of all three lines
at least through July 1994. Continued funding after that date is contingent on the
performance of the lines during the April, May and June.
Because the routes were placed into service on short notice, operational problems have
occurred, such as bus drivers getting lost or skipping stops. The City has been working with
the contractor and is confident that these problems have been resolved.
To compensate the original customers of these services for any inconveniences that they
encountered (and show our appreciation for their loyalty), and to encourage additional
customers to ride these buses, the Transit Division wants to allow the May San Fernando
Valley Monthly Transit Pass to be valid for two months, May and Jure. This action will
have no fiscal impact on the City, since FEMA will reimburse the City for all costs incurred
and does not have a farebox return requirement.
RECOMMENDATION
Authorize allowing the May 1994 San Fernando Valley Monthly Pass to be valid through
June 30, 1994.
