A group of 26 agencies and associations have been meeting for over six months and have completed the first phase of the project. At the Steering Committee's February 22, 1994 meeting, a Memorandum of Cooperation was developed which outlines the goal of the study and develops four key principles for the Steering Committee members to follow. The Memorandum of Cooperation (Attachment "A") is attached to the staff report. The Memorandum of Cooperation also references Steering Committee ground rules which are included (Attachment "B"). The Council has appointed Jeff Kolin, Deputy City Manager, Public Works as the City's principle steering committee representative and has identified Rick Putnam, Director of Parks, Recreation and Community Services as his alternate to the Steering Committee. Staff has been actively participating in the Steering Committee meetings and Ad Hoe Recreation and Flood Control subcommittees. RECOMMENDATION It is recommended that City Council authorize the City Manager to execute the Santa Clara River Enhancement and Management Plan Memorandum of Cooperation. BOX 1460 ALHAMBRA, CALIFORNIA 91903-1460 IN REPLY PLEASE REFER TO FILE: A-0 At our February 2, 1994 Santa Clara River Enhancement & Management Plan Steering Committee meeting, we discussed a Memorandum of Cooperation (MOC) that would be signed by top decision makers in each agency or organization represented on the Steering Committee. I prepared this final MOC based on comments received from some of you after that meeting. Please have this copy signed by the top decision maker for your agency/ organization and have it returned to me as soon as possible. (In order to understand the position of the person signing, please also send along a business card of that person and, if you have not already done so, a copy of your agency/ organizations Table of Organization.) Because of the difficult logistics of getting everyone to sign the same original, I am asking that each agency/ organization sign a, separate copy. I will then make a copy showing all of the signature on one copy and distribute it at the next Steering Committee meeting scheduled for May 11, 1994, at 9:30 AM, in Piru. BLUM, Co -Chairman Deputy Director CLB:vw moctran Enc. rEC_iVED SANTA CLARA RIVER ENHANCEMENT i MANAGEMENT PLAN STEERING COMMITTEE {`--� MEMORANDUM OF COOPERATION WHEREAS: The Santa Clara River extends approximately 100 miles, beginning near the community of Acton in Los Angeles County and entering the ocean near the City of San Buenaventura in Ventura County. WHEREAS: For the most part the River is still in its natural state. : WHEREAS: There are numerous and divergent "stake holders" who have an interest in the River and its corridor. WHEREAS: On the surface, it appears that some of these interests are not necessarily compatible with other interests. WHEREAS: Representatives of these interests have formed a Steering Committee to guide a study of the River. WHEREAS: It was agreed by all Steering Members, that the Goal of this study will be: "The Project Steering Committee (PSC) will develop and seek support for a dynamic long-range t enhancement and management plan for the Santa Clara River. The study process will focus on improving coordination and information exchange among all the PSC members and on resolving conflicting uses along the River. The study will give balanced consideration to habitat objectives, natural river processes, private property rights, economic interests, and community objectives in support of preparing a plan that contains mechanisms for implementing the PSC's recommendations." WHEREAS: While this Memorandum of Cooperation (MOC) does not commit signatory agencies/organizations to specific actions, it is appropriate that all Agencies/Organizations represented on the Steering Committee confirm their support for the study by signing this MOC. THEREFORE: We the undersigned agree: 1. To work towards the established Study Goal. 2. To promote active coordination and cooperation { among all Steering Committee members and the constituents/agencies they represent. 3. To abide by Steering Committee ground rules (Attach A). 4. That ongoing permitting activities of the various regulatory agencies will not be affected by or during the ongoing efforts in developing this Plan. Every Committee member is responsible to actively and adequately represent; their constituency at each meeting. They must communicate their constituencies interests/ concerns .to s/ preting the Committee and then must pass on to them the progres issues/decisions of the Steering.Committee. In inter this rule and applying it to questions of consensus and agreement - silence means assent, and absence means assent. 2. Committee members will respect the comments and contributions of other members. 3. Steering Committee meetings will begin at the published time; it is essential that all Committee members arrive on time. In fairness to those who are on time, items covered in the meeting will not be repeated for late comers. They will need to get missed info after the meeting. 4. Committee members make a commitment to attend all meetings and only under unavoidable schedule conflicts will send a designated alternate or communicate in writing or orally. This will ensure that each Committee member has full information, shares all communications, and contributes fully to the work of the group. 5. Committee members agree to carefully review all materials provided them for consideration and discussion at upcoming meetings. 6. Substantial consensus does not require absolute unanimity. There is a consensus when all Committee members agree -that major interests and concerns have been considered and satisfactorily addressed. Not all Committee members need agree to particular points or solutions with the same fervor as others. There is substantial consensus when it is agreed that, given the range of possible courses of actions, gains, and tradeoffs, the Committee has reached the best agreement, considering the available options and current conditions and circumstances. 7. All Committee members must work together to solve potential conflicts/concerns and to keep these issues from escalating into disputes. S. The Steering Committee must function as a team. (The team atmosphere encourages cooperation because each has something to gain and the people of the Santa Clara River Valley have a lot to gain.) RULES
