The residential refuse franchise agreement provides for rate modifications based on changes
in landfill tipping fees and the Producer Price Index (PPI). Increased landfill tipping fees of
up to 25 % may be passed on to customers through rate increases following a written request
to the Public Works Director; increases more than 25 % requires a City Council approval.
PPI adjustments are required by the terms of the franchise agreement to occur annually in
January and also require City Council resolution.
REFUSE RATE ANALYSIS
Single Famil
The results of the rate review study performed by Hilton Farnkopf & Hobson in
December 1993, demonstrated that tipping fees at Laidlaw/Chiquita Canyon landfill
increased by $1.21 per ton on January 1, 1994. This translates to a 1. 1 % increase in
monthly rates which equals $0.21 per household per month. In addition, the changes
in the PPI reflect 1.0% increase which represents an increase of $0.19 per household
per month. These incremental changes distributed over the total waste disposal
tonnages and operational expenses for single family households represent an increase
of $.40 per household per month. Attachment A includes the rate adjustment
summary.
Multi-Famil
Multifamily accounts will be affected by an increase of 1. 2 % in monthly rates due to
landfill disposal fees and a 0.9% increase for the PPI adjustment, therefore the
monthly rates are to be adjusted by an average 2. 1 % (see attachment A).

These adjustments are effective immediately. The next annual rate adjustment will occur in
January of 1995.- However, increased landfill tipping costs assessed the haulers can be
passed on to customers in the interim period.
Receive public input. Adopt Resolution No. 94-4 which amends the schedule of rates in the
franchise agreement to reflect a 2. 1 % increase in rates for single family and multi -family bin
accounts.

ESTABLISHING A SERVICE FEE SCf IEDULE FOR THE
COLLECTION, RECYCLING AND DISPOSAL OF
SOLID WASTES, GREEN WASTES AND RECYCLABLES
PUBLIC NOTICE IS HEREBY GIVEN:
A Public Hearing will be held before the City Council of the City of Santa Clarita to
establish a service fee schedule for the collection, recycling and disposal of solid wastes,
green wastes and recyclables. Adoption of Resolution No. 94-4 will amend the schedule
of rates in the franchise, agreement to reflect a 2.1% increase in rates for single family
and multi -family bin accounts.
The hearing will be held by the City Council in the City Hall Council Chambers, 23920
Valencia Blvd., Ist Floor, Santa Clarita the 25th day of January, 1994, at or after 6:30 p.m.
Proponents, opponents, and any interested persons may appear and be heard on this
matter at that time. Purther information may be obtained by contacting the City Clerk's
office, Santa Clarita City Hall, 23920 Valencia Blvd., 3rd Floor, Santa Clarita, California.
If you wish to challenge this order in court, you may be limited to raising only those
issues you or someone else raised at the public hearing described in this notice, or in

A RESOLUTION OF THE CITY OF SANTA CLARM, CALIFORNIA
ESTABLISHING A SERVICE FEE SCHEDULE FOR THE
COLLECTION, RECYCLING AND DISPOSAL OF SOLID
WASTES, GREEN WASTES AND RECYCLABLES
WHEREAS, the City of Santa Clarita has adopted Resolution No. 91-27 relating to
the granting of an exclusive franchise for the collection, recycling and disposal of solid
wastes, green wastes and recyclables within the city limits; and
WHEREAS, the City Council has entered into an agreement with Santa Clarita
Disposal Company, Blue Barrel Disposal Company, and Atlas Refuse Removal Company to
collect, pick up and remove, recycle and dispose of solid wastes, green wastes and
recyclables from all single family residences and all multi -family residences in the City of
Santa Clarita, and
WHEREAS, from time to time the landfill tipping fees fluctuate and the franchise
grantees should be compensated for those increases over which they have no control; and
WHEREAS, On December 16, 1993 results of the City's nate review analysis
confirmed increases in landfill tipping fees which reflect an increase in rates of one and one
tenths percent (1. 1 %) to single family households accounts and none and two tenths percent
(1. 2 %) to multi -family accounts, and
WHEREAS, the City's franchised residential haulers currently utilize the Chiquita
Landfill, such action will impose a direct impact upon all City residents, and
WHEREAS, Section 21B of the City's residential refuse and recycling franchise
agreement provides for annual modification and adjustment of rates due to changes in the
Producer Price Index, and
WHEREAS, increases due to incremental changes in the Producer Price Index reflect
an increase of one percent (1.0%) to single family households and nine tenths percent (0.9%)
multifamily bin accounts, and
WHEREAS, Resolution No. 94-4, hereinafter superseding Resolution No. 92-193,
authorized to impose fees necessary for collection services of solid wastes, green wastes and
recyclables, to all Santa Clarita residents.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Santa
Clarita, as Follows:
Section 1. The attached Exhibit A-94 represents the revised service fee schedule
for the collection, recycling and disposal of solid wastes, green wastes and recyclables, as of
January 1, 1994.
Section 3. The effective date of this Resolution shall take effect immediately upon
adoptions of Resolution No. 94-4 for the collection, transportation, recycling and disposal
of solid waste, green wastes and recyclables.
