SUBJECT: PROGRAM SUPPLEMENT AGREEMENT FOR STATE/LOCAL
TRANSPORTATION PARTNERSHIP PROJECTS
DEPARTMENT: Community Development
BACKGROUND
The State/Local Transportation Partnership Program identifies and participates in funding
locally supported projects, and the following project has been previously approved by Caltrans
for participation in this program:;
• Soledad Canyon Road Bridge Widening over the Santa Clara River (Project No. 91-03 -
Supplement No. 014). This project provided for the widening of Soledad Canyon Road
west of Camp Plenty Road.
On April 13, "1993, Council awarded the subject project to Tanner Construction Company in
the amount of $2,428,159.25. As part of this program, the City has applied for $370,095 in
State Partnership funds.
Caltrans' procedures for the .Partnership Program requires the execution of a Local
Agency -State Master Agreement. In addition, a Program Supplement must be executed for
each approved project.
On January 28, 1992, Council approved Master Agreement No. SLTPP-5450. At this time,
staff recommends processing Supplement No. 014 for the above mentioned project.
RECOMMENDATION
Approve Program Supplement No. 014 to the State/Local'Entity Master Agreement, and
direct staff to process this supplement through Caltrans.

This Program Supplement is hereby incorporated into the State -Local Trans-
portation Partnership Program Agreement for State Share Funds which was
entered into between the Local Entity and the State on 03/09/92 and is
subject to all the terms and conditions thereof. This Program Supplement
is adopted in accordance with Paragraph 3 of Article 'I of the aforemen-
tioned Master Agreement underauthority of Resolution No.
approved by the Local Entity on (See copy attached).
The Local Entity further stipulates that as a condition to payment of funds
obligated to this project, it accepts and will comply with any covenants or
remarks setforth on the following pages.

It is mutually understood between the parties that this
contract may have been written before ascertaining the
availability of legislative appropriation of funds, for
the mutual benefit of both parties, in order to avoid
program and fiscal delays that would occur if the
agreement were executed after that determination was
made.
The total amount of State -Local Transportation
Partnership funds payable by the State shall not exceed
$370095 to be encumbered and reimbursed as follows:
FY 93-94 $ 370095
FY 94-95 0
FY 95-96 0
Any increase in State Partnership funds will require a
revised program supplement.
Any decrease in State Partnership funds will require a
revised finance letter.
2. The State Funds Share is calculated based on the lower of the
approved eligible application amount or the eligible award
amount.
3; Within 120 days of project completion a Final Report of
Expenditures must be transmitted to the Caltran's District Local
Streets and Roads Engineer.
A Final Audit must be completed and transmitted to the Caltran's
District Local Streets and Roads Engineer by December 30th (the
State fiscal year following project completion).
5. The Reimbursement, Ratio for this Cycle 4 (93/94) Project is
22.43x.
In accordance with the State and Local Transportation Partnership
Program Guidelines dated April 1993, Section IV, Project
Eligibility, the loo allowance for construction engineering and
contingencies is not eligible after Cycle 2. Only state/agency
furnished materials can be added to the contract item cost for
State Partnership funds eligibility.
