Deller CONSENT CALENDAR DATE: March 22; 1994 SUBJECT: Telecommunications Wiring DEPARTMENT: Management Services BACKGROUND The City of Santa Clarita faces an emergency situation based upon earthquake damage which was suffered by the City Hall as a result of the earthquake which occurred on January 17, 1994 and subsequent aftershocks. Damage to the City Hall building included damage to the City's data and voice wiring. This agenda item identifies the processes to correct the damage. Due to the short time period available to repair or replace the wiring without impeding restoration of the City Hall, bid specifications were written that would enable the City to evaluate repair or replacement of data wiring only, voice wiring, or both. Based upon the expediency of the project, known wiring contractors were contacted and invited to participate in the bid process. To ensure uniformity, a mandatory walk through of the site was conducted. At that time the potential bidders were advised that they were required to bid the specification and therefore exceptions would be considered non- compliant. They were further advised that that would allow all the bids to be evaluated fairly. It was emphasized that any difference they may have with the specification would be resolved with the successful bidder. Five wiring contractors participated in the four hour detailed review of the site and the wiring needs of the City. As a result of the walk through, two additional addendums to the specifications were faxed to participating contractors. Of the five contractors participating in the walk through, three submitted bid packages; Accelerated Technologies, Digital Networks, and American Tel -A -Com, Accelerated Technologies did not complete the check lists and price information so were declared non- responsive to the bid. Digital Networks did not include critical addendum information needed to itemize changes in the price specifications so were declared non-responsive to the bid. Attached is a spreadsheet (Attachment 1) identifying available cost information for comparison, Due to the emergency nature of the project, American Tel -A -Com was selected to correct and replace the telecommunications wiring for a total of $95,091.59. Because of the urgent need to accomplish these repairs prior to an opportunity for City APPROWED Ags7 Council approval, the City Manager (Director of Emergency Services), under the authority of the California State Public Contract Code, Section 22035, Emergencies, Procedure (See Attachment 1) entered into this contract (See Attachment 2) on March 10,`1994, to be ratified by the City Council at the earliest opportunity," RECOMMENDATION: Staff recommends that the Council ratify said contract with American Tele -A -Com Corporation of Utah for emergency repairs in the amount of $95,091.59. Therefore, authorize staff to expend $95,091.59 from account 01-9999-999., ica; wiring.agn.
