Mr. Roger Peckinpaugh, President of Frosty's Forest, Inc., has requested the City to allow
temporary parking on Orchard Village Road (see attached letter). The request has been
reviewed by the Traffic Engineering Staff, and it was determined that temporary parking
could be allowed on the west side of Orchard Village Road, 1,400 feet from Avenida Ronada
to 1,600 feet south; except a portion of 200 feet at the intersection of Orchard Village and
Dalbey Road (see ;Exhibit A). The period for temporary parking will be from Saturday,
November 26, 1994 (opening day) to Saturday, December 24, 1994 (closing day).
Frosty's Forest has been in business at the same location since 1979, and their customers
have been parking along Orchard Village Road adjacent to the subject property until the
establishment of a parking prohibition in the vicinity. Due to the existing parking
prohibition, customers for Frosty's Forest are no longer able to park along Orchard Village
Road without a special parking provision. Temporary parking along the west side of Orchard
Village Road would provide an adequate parking area for customers during the Christmas
business period, The proposed temporary parking would deter the customers from parking
their cars and affecting traffic conditions in the surrounding residential streets. Also, it
would alleviate the City from receiving potential complaints from residents.
Mr. Peckinpaugh has been informed by staff that he should look for other customer parking
alternatives, because the traffic condition on Orchard Village Road may change in any given
future year, such that, it would be impossible to allow temporary parking. Mr. Peckinpaugh
has indicated that he would pay all necessary costs involved in providing temporary parking
at the subject location.

RECOMMENDATION
Adopt Resolution No. 94-122, allowing temporary parking from November 26, 1994 to
December 24, 1994, along the west side of Orchard Village, and south of Avenida Ronada, a
total of 1,400 feet.
Direct staff to do appropriate adjustments to the existing signs to effect this Resolution and
also bill Mr. Roger Peckinpaugh, President of Frosty's Forest, Inc., for all related costs.
Inform Mr. Roger Peckinpaugh that this approval is for this year only, and he should look
for other customer parking locations, because temporary parking may not be recommended
in future years.

ARESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA, CALIFORNIA
ALLOWING TEMPORARY PARKING ALONG THE WEST SIDE OF
ORCHARD VILLAGE ROAD SOUTH OF AVENIDA RONADA
WHEREAS, a request was made to establish temporary parking along the west
side of Orchard. Village Road, south of Avenida Ronada, from November 26, 1994 to December
24, 1994; and
WHEREAS, it is consistent with normal traffic engineering practices to establish
parking or no -parking zones; and,
WHEREAS, Section 22507 of the Vehicle Code of the State of California provides
for local authorities to prohibit stopping or standing of vehicles on certain streets, or
highways, or portions thereof, during all or certain hours of the day.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, DOES RESOLVE AS FOLLOWS:
Section 1. That the parking of vehicles on the following streets or highways, or
portions thereof, shall be allowed from November 26, 1994 to December 24, 1994.
(1) Orchard Village Road, for a total of 1,400 feet along the west side from
Avenida Ronada to 1,600 feet south, except a portion of 200 feet at the
intersection of Orchard Village Road and Dalbey Drive.
Section 2. That the parking of vehicles, as provided herein, shall apply when
appropriate curb markings or signs giving adequate notice thereof have been placed as
described in Section 1.
Section 3. That staff shallremove and reinstall or cover the necessary curb
markings or signs to effect this Resolution.

There is no other reasonable alternative for our customers to park
and cut their trees. If they tried to park in the surrounding
residential areas, I am sure it would generate a lot of complaints
from the residents in the area. Parking along Orchard Village Road
was permitted last year without problems of any kind.
General Information:
Frosty's Forest has been in business since 1970 and since 1979 on
Orchard Village Road. The large majority of our customers are from
the immediate neighborhood. We have received many compliments on
the use of the right-of-way for growing the trees, approximately
17,000, because they are attractive and environmentally good for
the neighborhood. Since we opened, our customers have parked at
the curb, cut their trees and left without disturbing the residents
in the area. On our busiest weekend we may have a maximum of 60
autos parked at one time, an average day from 0 -to -20 autos parked
at the curb.
