SUBJECT: Termination of the Local State of Emergency
RESOLUTION NO. 94-140
DEPARTMENT: Parks, Recreation, and Community Services
This item is on the agenda pursuant to Government Code Section 8630; which states the
governing body shall review, at least every 14 days until such local emergency is terminated,
the need for continuing the local emergency.
The Federal Emergency Management Agency (FEMA) closed the incident period effective
November 30, 1994. In conjunction with the close of the incident period, the City will terminate
the local state of emergency effective December 13, 1994. The termination marks the end of the
"emergency period," and the funding for the activities in Category A and B, as defined below,
Category A, Debris Removal: The City's debris removal program is funded by the Federal
Emergency Management Agency through the end of December. This program will not be
eligible for additional funding after December 31, 1994.
Category B, Emergency Protective Measures: The Earthquake Recovery Unit (Willdan),
based on measurable need, additional funding and a time extension, can be requested for
six additional months. The termination date is June 19, 1995.
Categories C through G, Street and Facilities, are classified as permanent repair projects.
Funding will continue for these projects, if eligible, for a maximum of three years.
No new projects may be added to the "list of projects" after January 20, 1995. Staff continues
to closely monitor all projects to ensure compliance and eligibility..
The process of declaring the continuation of the local emergency as currently required by state
law, has proved to be cumbersome in practice. In order to simplify the declaration process, a
change in state law would be required. Based on practical experience, staff could provide

valuable information to the state legislature which could assist in streamlining the process of
declaring continuations to future emergencies.
RECOMMENDATION
City Council approve the termination of the local State of Emergency effective December 13,
1994, and instruct staff to prepare a report on recommended legislative changes to the local
emergency declaration process.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA PROCLAIMING TERMINATION OF LOCAL EMERGENCY IN THE CITY
OF SANTA CLARITA
WHEREAS, a local emergency existed in the City of Santa Clarita in accordance with
the resolution thereof by the City Council of the City of Santa Clarita, on the 15th day of
January, 1994,
Director of Emergency Services (City Manager) on the 14th day of January, 1994, and
its ratification by the City Council on the 15th day of January, 1994,
as a result of conditions of extreme peril to the safety of persons and property caused by
EARTHQUAKE
(fire, flood, storm, epidemic, riot, earthquake, drought, energy shortage, or other causes)
WHEREAS, the situation resulting from said conditions of extreme peril is now
deemed to be within the control of the normal protective services, personnel, equipment, and
facilities of and within said City of Santa Clarita;
NOW, THEREFORE, the City Council of the City of Santa Clarita, State of
California, does hereby proclaim the termination of said local emergency.
