HomeMy WebLinkAbout1994-10-25 - AGENDA REPORTS - TRANS AGMT BTN SC VOUCHER (2)AGENDA REPORT City Manager Approv Item to be pres ted Jeff of puty City Manager CONSENT CALENDAR DATE: October 25, 1994 SUBJECT: TRANSIT VOUCHER AGREEMENT BETWEEN THE CITY OF SANTA CLARITA AND THE VOUCHER CORPORATION DEPARTMENT: Public Works BACKGROUND The Transit Voucher program is a federally funded project which is designed to assist in meeting the air quality goals of regional entities, such as the Southern California Association of Governments (SCAG), and South Coast Air Quality Management District (SCAQMD). These agencies have developed a series of programs to increase the efficiency of the regional transportation network and improve air quality, such as SCAQMD's Rule 1501 (formerly known as Regulation XV), which requires that all businesses within the South Coast Air Basin develop transportation programs designed to promote the use of alternative transportation modes by their employees. Employers within the SCAG region may purchase and then provide to their employees transit vouchers, as a means of subsidizing employee transit expenses. In approving the Transit Voucher Agreement, the City of Santa Clarita agrees to accept the transit voucher at face value toward the purchase of a fare media worth a value equal to or greater than the face value of the transit voucher. As part of the Memorandum of Understanding (MOLT), The Voucher Corporation (TVC) guarantees the face value of each voucher. Therefore, there is no financial impact upon the City. The City formerly had an MOU with SCAG for the same purpose, but, as a demonstration project. The demonstration was considered successful and has now been turned over to a private concern (TVC) for continued implementation. RECOAIMW,NDATION Approve the attached Memorandum of Understanding between the City and The Voucher Corporation and authorize the City Manager to sign on behalf of the City, ATTACHMENT APPRED Memorandum of Understanding trnxk0l.mar Agenda Item: 81 MEMORANDUM OF UNDERSTANDING BETWEEN THE VOUCHER CORPORATION (TVC) AND THE CITY OF SANTA CLARITA INTRODUCTION A) This Memorandum of Understanding is entered into between The Voucher Corporation and the City of Santa Clarita. B) The program is designed to complement efforts throughout the region to reduce congestion and bring the region into compliance with federal and state clean air standards. 1. PROVISIONS A) The program objective is to provide a transit voucher that employers within the Southern California region may purchase and then provide to their employees as a means of subsidizing employee transit expenses. B) TVC will enter into an agreement to provide all services related to program operation. C) The program is designed to facilitate the use of an available monthly tax subsidy for transit use (Paragraph 1.132-6T(d)(1) of the Internal Revenue Code). 2. AGREEMENTS A) The City of Santa Clarita and its legally designated affiliate agree to accept the transit voucher produced by TVC at face value toward the purchase of transit services. B) The City of Santa Clarita and its agent may only accept the transit voucher when it is applied towards the purchase of a fare media worth a value equal to or greater than the face value of the transit voucher. C) The transit voucher must be check -quality, that is, in conformance with the Uniform Commercial Code of the Federal Reserve Bank.
