HomeMy WebLinkAbout1994-01-11 - AGENDA REPORTS - TRANSIT AMENITIES PROGRAM (2)New Business DATE: SUBJECT: DEPARTMENT: F-To-pQ "My 14 M 01 104 City Manager Apprc Item to be presente4 January 11, 1994 TRANSIT AMENITIES PROGRAM Public Works In October of 1991 the City of Santa Clarita initiated a contract to provide the basic bus stop amenities i.e. shelters, through a contract with Bus Stop Shelters, Inc. The contract was, however, nullified due to Bus Stop Shelters, Inc. bankruptcy proceedings. Given that the City Council has again expressed a desire to research and implement a City- wide bus stop amenities program, the following events have occurred: I Contact with Bus Stop Shelters Inc. for review and potential reinstatement of their contract to provide 44 bus stops at various locations throughout the City. 2. Contact with providers of bus bench services to provide for benches at locations City-wide. 3. Contact with providers of trash receptacle services to provide for receptacles at various bus stops City-wide. The following represents a summary of the options in each of the areas listed. BUS STOP SHELTERS Bus stop shelters placed at strategic locations in the City offer clients of the transit system appreciated amenities. The shelter itself offers a safe and maintained area to protect patrons of the system from the elements and offers them the ability to await service in a comfortable setting. The provision of shelters is typically a basic amenity provided by many transit systems. It is, therefore, suggested that the City again explore the placement of such shelters throughout the City. pnin 1, 7 � 01II O]iN Agsdla Item: Transit Amenities Program January 11, 1994 Page 2 Overall few firms provide for shelter services. The previous contractor, Bus Stop Shelters, Inc. is currently approaching the final stages of their bankruptcy proceedings. The City attorney has advised staff that it may not be wise to initiate a contract with Bus Stop Shelters, Inc. until final proceedings are complete. It should be noted; however, that based on staff research it has been determined that throughout the bankruptcy period, Bus Stop Shelters, Inc. has provided an acceptable quality and level of service to their clients. Bus Stop Shelters, Inc. has expressed a desire to again enter into a contract with the City to provide for advertising shelters at 44 locations throughout the City. As you may recall, the City will realize 18% of the gross revenue received by the contractor from the sale of advertising. This will translate into approximately $612,000 over a ten year period or a minimum revenue the first year of $35,000. This revenue will increase on a per shelter basis by $12.50 per year and $12.50 each year after for the life of the contract. BUS STOP BENCHES Bus stop benches offer an alternative to the placement of shelters. As a complement to the 44 shelter program, bus benches would potentially be placed at the remaining 424 stops within the City portion of the transit system. Due to the increased ridership, it may also be necessary to place multiple benches at one location. There are currently two bus bench placement/advertising firms servicing the Santa Clarita. Valley on an informal basis. Benches are placed at various locations throughout the City, through the permit process. The firms "canvass " the area, determine where in fact new stops have been added, and place a bench. Staff has contacted both firms. Both have expressed an interest to work with the City on a formal basis for the placement and advertising of bus benches. The City does not currently realize substantial revenue other than permit fees from this activity. However, should the City wish to formalize the placement of benches through a franchise system or enhanced permitting system, 13 % of the advertising revenue would potentially be directed to the City. It is anticipated that this revenue stream would yield $ 29,300 annually to the City. TRASH RECEPTACLES The current policy for the transit system does not allow for food or drink on board the buses. However, trash receptacles are not located at the bus stops. In order to further enhance the amenities at the stops, it may also be necessary to provide trash receptacles for the convenience of the patrons. Transit Amenities Program January 11, 1994 Page 3 As with shelters and benches, advertising trash receptacles are also available. Staff has contacted a variety of firms providing such service. Each firm has the ability to place and maintain receptacles throughout the City. Typically the portion of revenue received is based on 15 % for no maintenance and 12 % to include maintenance. Based on a comparison of costs versus the revenue, if City staff were to handle this function, agency maintenance is preferred. Based on a placement of 350 maintained units throughout the City, approximately $25,000 of new revenue per year may be achieved. ANALYSIS There are a variety of options regarding the types and degree to which advertising and non advertising bus stop amenities may be used throughout the City. It should be noted however, that in each of the areas, all maintenance would be provided by the companies. There would be no dedication of City staff time to this effort. Furthermore each service provider makes the initial capital outlay required for the placement of the items. No initial expenditure of funds on the City's behalf is required for the initiation of such programs advertising based programs. Non -advertising based programs would conversely require an outlay of funds for both capital items repair and maintenance. In addition, advertising revenue would not be realized. A schedule of anticipated costs is attached. RECOAINIENDATTON That the City council receive staffs presentation on this item and provide direction as to the type, quantity and degree of advertising and/or non advertising amenities within the City transit system.
