DEPARTMENT: Public Works During the past year, Jim Moore volunteered a considerable amount of time to the Transit Division. Among the tasks that he accomplished, establishing over 30 locations Citywide where transit timetables are now available and distributing timetables to those locations, preparing 20 grant applications for submittal in the Los Angeles County Transportation Commission (now Metropolitan Transportation Authority) Call for Projects and helping in preparing the Short Range Transit Plan. Mr. Moore, a Valencia resident, is an enthusiastic booster of Santa Clarita's transit program, with tremendous talents as a writer and past marketing experience. It has become clear that Santa Clarita Transit can not undertake its ambitious marketing effort to increase transit usage without obtaining additional help. Mr. Moore has agreed to provide these services at a much lower rate than most marketing consultants. This combined with his extensive knowledge of the transit system gained from his past volunteer work creates a unique opportunity for the Transit Division. RECOMMENDATION Approve execution of a personal services contract with Jim Moore, not to exceed $19,500, for providing marketing services to the Transit Division. ATTACEIVIENT Personal Services contract with Jim Moore. jmoore.rpt A F i 7`11 `0�111 Ito 1 E I Item Agen'A CITY OF SANTA CLARITA CONTRACT FOR SPECIAL SERVICES This Agreement is entered into this day of by and between the City of Santa Clarita, a municipal corporation of the State of California, hereinafter "City", and James G. Moore, III, hereinafter "Contractor". WHEREAS. the City of Santa Clarita requires the special services of Contractor, as hereinbelow specified, and Contractor desires to provide special services to the City of Santa Clarita as follows: 1. Contractor Services. Contractor agrees to perform the following services for the City: a) Develop direct mail campaigns, b) Establish pass sales outlet program, C) Coordinate special events promotions (i.e. Rideshare days, free ride days, participation at community expos/fairs), d) Formulate community outreach efforts, e) Act as Transit Division's liaison to local area special interest transportation groups (i.e. SCV Transportation Management Association, Joint Chamber Transportation Committee), f) Other tasks as mutuaUy agreed upon by the City's Transportation Manager and Contractor. 2. Nature of Relationship. Contractor performs the special services as an independent contractor and not as an employee, agent or official of the City. Contractor shall not be subject to day-to-day supervision and control by City employees or officials. Contractor shall perform services under the direction and supervision of the Transportation Manager in accordance with the rules, regulation and policies of the City respecting such services, and in accordance with appropriate standards of professional conduct, if any, applicable to the services provided. City shall not be responsible for withholding any payroll or other taxes on behalf of the Contractor. 3. Compensation. City agrees to pay the Contractor the sum of thirty dollars ($30.00) per hour plus expenses for services performed pursuant to this Agreement. Contractor shafl maintain and submit to City iternized records showing all services performed by Contractor including the dates, times, an a description of all work performed by Contractor. Contractor shall not receive vacation, sick leave, workers compensation insurance, retirement, medical or life insurance or any other benefits from the City. Contract amount shall not exceed $19,500. 4. Insurance. Contractor is not authorized to use his or her personal motor vehicle to perform any work under this Agreement unless Contractor of covered by a policy of motor vehicle liability insurance in an amount not less than $100,000 per occurrence. t-- 5. Driver's LicenW. Contractor shall maintain a valid California driver's license. 6. Term. This Agreement shall be effective for a period beginning on ind ending on unless sooner terminated. 7. Termination. This Agreement may be terminated by either the City or the Contractor at any time upon thirty (30) days written notice. 8. Modification. No modification, amendment, or other change in this Agreement or any provision shall be effective for any purpose unless specifically set forth in writing and signed by duly authorized representatives of the parties hereto.
