SUBJECT: TRANSIT VOUCHER AGREEMENT BETWEEN THE CITY
OF SANTA CLARITA AND THE SOUTHERN CALIFORNIA
ASSOCIATION OF GOVERNMENTS (SCAG)

BACKGROUND
SCAG, as the Regional Planning Organization, has developed a series of programs to increase
the efficiency of the regional transportation network and improve air quality. In addition, the
South Coast Air Quality Management District adopted Regulation XV, which requires that all
businesses within the South Coast Air Basin develop transportation programs designed to
promote the use of alternative transportation modes by their employees. The Transit Voucher
program is a federally funded project which is designed to assist in meeting the goals of these
regional entities.
Employers within the SCAG region may purchase and then provide to their employees transit
vouchers, as a means of subsidizing employee transit expenses. In approving the Transit
Voucher Agreement, the City of Santa Clarita agrees to accept the transit voucher at face
value toward the purchase of a fare media worth a value equal to or greater than the face
value of the transit voucher. As part of the Agreement, SCAG guarantees the face value of
each voucher. Therefore, there is no financial impact upon the City.
RECOMMENDATION
Approve the attached agreement pending City Attorney concurrence and authorize the City
Manager to sign.

SOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENTS (SCAG)

THE CITY OF SANTA CLARITA
1. INTRODUCTION
The U.S. Department of Transportation, Urban Mass Transportation Administration has provided
funds for an eighteen month period to conduct a subsidized transit voucher demonstration program within the
SCAG region.
SCAG, as the Regional Planning Organization, has developed a series of programs to increase the
efficiency of the regional transportation network and improve air quality.
The South Coast Air Quality Management District recently adopted Regulation XV, which requires
that all businesses within the South Coast Air Basin develop transportation programs designed to promote the
use of alternative transportation modes by their employees.
The program is designed to compliment efforts throughout the region to reduce congestion and bring
the region into compliance with Federal and state clean air standards.
2. PROVISIONS
A) The program objective is to provide a transit voucher that employers within the SCAG
region may purchase and then provide to their employees as a means of subsidizing employee transit
expenses.
B) SCAG will enter into an agreement with a third party to provide all services related to
program operation.
C) The program is designed to facilitate use of an available monthly tax subsidy for transit
use (Paragraph 1. 132-6T(d)(1) of the Internal Revenue Code).
D) SCAG must review and approve all agreements between the operator and the contracted
program vendor related directly to program operations. SCAG will also act to mediate any discrepancies
between the operator and vendor regarding roles and responsibilities.

3. AGREEMENTS
A) This Memorandum of Understanding is entered into between the Southern California
Association of Governments and the City of Santa Clarita.
B) The City of Santa Clarita and its legally designated affiliate agree to accept the transit
voucher produced under contract to SCAG at face value toward the purchase of transit services.
C) City of Santa Clarita and its agent may only accept the transit voucher when applied
towards the purchase of a fare media worth a value equal to or greater than the face value of the transit
voucher.
D) The transit voucher must be check -quality, that is, in conformance with the Uniform
Commercial Code of the Federal Reserve Bank.
