CHESWOLD LANE -DEVON LANEMEFFERS LANE
LYNETTE LANE/KENTON LANE

BACKGROUND
The Traffic Engineering section received a request from Ms. Liza Wheeler on October 11,
1994 to study the feasibility of installing a four-way stop installation at the intersection of
Cheswold Lane -Devon Lane/Jeffers Lane. The location is an uncontrolled four-way
intersection at the present time. Staffs initial review of the area determined that a similar
location, the intersection of Lynette Lane/Kenton Lane, is also an uncontrolled four-way
intersection.
A four-way stop control evaluation was conducted at both intersections.. Based on the result
ofthe study, neither intersection satisfied the minimum requirements for a four-way stop
installation. Therefore, a four-way stop installation is not recommended at either of these
locations.
However, a two-way stop installation would be beneficial at these intersections. The
proposed two-way stop installation will establish a positive right-of-way for vehicles entering
the intersection. Also, this will be consistent with other similar four-way intersections in the
City where stop signs are normally posted on the minor street to stop the lesser flow of
traffic.
Therefore, staff recommends a two-way stop installation at the intersections of Cheswold
Lane -Devon Lane/Jeffers Lane and Lynette Lane/Kenton Lane.
RECOMMENDATION
Adopt Resolution No. 94-131, establishing a two-way stop installation at the following
locations:

1) Cheswold Lane -Devon Lane/Jeffers Lane. Traffic on Cheswold Lane and Devon Lane
shall be required to stop for traffic on Jeffers Lane.
2) Lynette Lane/Kenton Lane. Traffic on Lynette Lane shall be required to stop for traffic
on Kenton Lane.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA, CALIFORNIA,
ESTABLISHING A TWO-WAY STOP INSTALLATION
AT THE INTERSECTIONS OF
CHESWOLD LANE -DEVON LANE/JEFFERS LANE
AND LYNETTE LANE/KENTON LANE
WHEREAS, California Vehicle Code Section 21354 allows local authorities to designate
any intersection under their exclusive jurisdiction as a stop intersection; and
WHEREAS, traffic operation at the intersections of Cheswold Lane -Devon Lane/Jeffers
Lane and Lynette Lane/Kenton Lane would benefit from such designation.
THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES
RESOLVE AS FOLLOWS:
SECTION 1. That the following intersections are designated as a stop intersection with
the following stop control:
1) Cheswold Lane -Devon Lane/Jeffers Lane. Traffic on Cheswold Lane and Devon Lane
shall be required to stop for traffic on Jeffers Lane.
2) Lynette Lane/Kenton Lane. Traffic on Lynette Lane shall be required to stop for traffic
on Kenton Lane,
SECTION 2. That the stop designation, as provided herein, shall apply when
appropriate signs and pavement markings giving adequate notice thereof have been placed
as described in Section 1.

The Traffic Engineering section received a request from Ms. Liza Wheeler on October 11,
1994 to study the feasibility of installing a four-way stop installation at the intersection of
Cheswold Lane -Devon Lane/Jeffers Lane. At the present time, the location is an uncontrolled
four-way intersection.
Staff has determined during the initial review of the area that another location, intersection
of Lynette Lane/Jeffers Lane, is also an uncontrolled four-way intersection.
Based on the results of our evaluation, staff recommends to install a two-way stop
installation at the following locations:
1) Cheswold Lane -Devon Lane at Jeffers Lane. Traffic on Cheswold Lane and Devon Lane
shall be required to stop before entering Jeffers Lane.
2) Lynette Lane at Jeffers Lane. Traffic on Lynette Lane shall be required to stop before
entering Jeffers Lane..
EXISTING CONDITION
Cheswold Lane is a north/south local street with a roadway width of 34 feet. There are
existing sidewalk, curb/gutter, and driveways fronting the street along both sides. There is
no striping along this roadway.
Devon Lane is a north/south local street with a roadway width of 36 feet. There are existing
sidewalk, curb/gutter, and driveways fronting the street along both sides. There is no
striping along this roadway.
Jeffers Lane is an east/west local -collector street with a roadway width of 40 feet. There are
existing sidewalk, curb/gutter, and driveways fronting the street along both sides. There is
no striping along this roadway.

Lynette Lane is an east/west local street with a roadway width of 34 feet west of and 40 feet
east of Kenton Lane. There are existing sidewalk, curb/gutter, and driveways fronting the
street along both sides. There is no striping along this roadway.
Kenton Lane is a north/south local -collector street with a roadway width of 40 feet north of
and 36 feet south of Lynette lane. There are existing sidewalk, curb/gutter, and driveways
fronting the street along both sides. There is no striping along this roadway.
The intersections of Cheswold Lane -Devon Lane/Jeffers Lane and Lynette Lane/Jeffers Lane
were evaluated for the feasibility of installing either a four-way or two-way stop installation.
Staff has collected data and observed both intersections during the A.M. and P.M. peak
hours. Also, the accident history was reviewed at these locations.
Staff used the policies and guidelines for installing stop signs from the Caltrans Traffic
Manual. A four-way stop sign installation is ordinarily used where the volume of traffic on
the intersecting roads is approximately equal. The minimum requirements for a four-way
stop sign installations are as follows
1) The total vehicular volume entering the intersection from all approaches must average
at least 500 vehicles per hour for any 8 hours of an average day; and
2) The combined vehicular and pedestrian volume from the minor street or highway must
average at least 200 units per hour for the same 8 hours, with an average delay to the
minor street vehicular traffic of at least 30 seconds per vehicle during the maximum
hour.
3) An accident problem, as indicated by five or more reported accidents within a 12 -month
period of a type susceptible to correction by a multi -way stop installation.
The collected data showed that the volume of traffic at both locations were very low. There
is one reported accident at the intersection of Cheswold Lane -Devon Lane/Jeffers Lane and
there is no reported accidents at the intersection of Lynette Lane/Kenton Lane. Also, both
intersections do not have any sight visibility problem. Based on the result of the study, the
minimum requirements for a four-way stop installation were not satisfied at either location.
Since both locations are 4 -leg intersections, establishing a two-way stop control at both
intersections would be beneficial to the motorists. It would established a positive right-of-
way to vehicles entering the intersection. Therefore, staff recommends a two-way stop
installation at the intersections of Cheswold Lane -Devon Lane/Jeffers Lane and Lynette
Lane/Kenton Lane.
