SUBJECT: Joint Use Agreement between the City of Santa Clarita and the Santa
Clarita Community College District for Use of the District's Upper Field
DEPARTMENT: Parks, Recreation and Community Services
BACKGROUND
Continued growth of this community's public and private recreation athletic programs has
created a tremendous burden on the City's park and athletic field system. In recognizing the
need to create additional space for athletic use, staff from the City and the Santa Clarita
Community College District opened discussions approximately eight months ago relative to
the joint use of the College District's upper field. The upper field is approximately five acres
in size, and due to its current condition and cost of maintenance, is little used by the District.
After lengthy discussions between the staff from the City and the District, a joint use
agreement was formulated and presented to the District's Board of Trustees for approval at
its October 12, 1994, meeting. For the cost of minor renovation to the field (approximately
$25,000), as well as shared maintenance expenses between the City and the College District,
the City gains use of this valuable space to relieve the burden of public and private recreation
athletic programs on existing City facilities. To date, roughly $10,000 has been spent on field
renovation, of which the Santa Clarita Valley Sports Association, a primary user of the
facility, has contributed $7,000. The City will rely on a portion (not to exceed $15,000) of
Proposition A funds for the balance of renovation costs. A copy of the Joint Use Agreement
is on file in the City Clerk's Office for review.
RECOMMENDATION
That the City Council approve the Joint Use Agreement with the Santa Clarita Community
College District Board of Trustees for use of the College District's upper field, and authorize
the City Manager to execute the agreement on behalf of the City Council.
