Nisich CONSENT CALENDAR DATE: October 11, 1994 SUBJECT: VIA ONDA - II (PROJECT NO. 95-913) AWARD DEPARTMENT: Community Development BACKGROUND One of the areawide street repair contracts following the January 17, 1994 earthquake was performed under the "Off -System Roads - Valencia Area", Project No. 95-902 which included the reconstruction of Via Onda. Via Onda, located west of Avenida Escalera, was extensively damaged and was reconstructed. The second phase of Via Onda, includes the repairs of damaged walkways, landscaping, grading of lawns, replacement of brick steps and borders, replacement of flagstone walks, irrigation systems, and driveways between the back of the sidewalk to the property line, all within the public road right-of-way. At the bid opening on October 4, 1994, the following bids were received by the City Clerk:. Company Bid Amount Padilla & Sons Co. $40,802.90 R. C. Becker & Son; Inc. $43,554.00 Engineer's Estimate $42,590.00 Reimbursement of funds expended for this project are being requested from the Federal Emergency Management Administration (FEMA). Account No. 90-39110-227 Via Onda - II has been established to track all costs associated with the project. Staff recommends that the project be awarded to Padilla & Sons Co., the low bidder. The contractor possesses the necessary State contractor's license and is a member in good standing. This contractor has completed similar projects for the City and has performed these projects in a satisfactory manner. After the work is completed in accordance with the contract specifications, several driveways, walks, and brick work that fall outside of the public road right-of-way will result in a less than pleasing appearance because of adverse grade break at these locations. To mitigate this Agenda Item: APPROVED VIA ONDA - II (AWARD) October 11, 1994 Page 2 condition, it is necessary to construct the driveways, walks and brick work following a straight grade from the sidewalk to the improvements on private property. Since the abrupt grade changes on private property are a result of the earthquake, these improvements are an eligible expense for CDBG Emergency Supplemental funds. RECOMMENDATION Award the contract to Padilla & Sons Co. in the amount of $40,802.90. Include the expenditure of $40,000 for the portion outside of the public right-of-way, as part of the CDBG Proposed Statement. This item to be presented to Council at a future meeting which will appropriate CDBG Emergency Supplemental funds, Community Development and Community Recovery Agency will make provisions to the extent allowed by fund sources to proceed with the project.
