WAIVER OF FEES FOR PERMITS FOR EARTHQUAKE- RELATED REPAIRS
AND RECONSTRUCTION
COMMUNITY DEVELOPMENT
As a result of the earthquake of January 17, 1994, a significant amount
of damage was caused to homes and businesses throughout Santa Clarita
which will generate a large volume of work to repair and/or reconstruct
these damaged structures. Many of these home and business owners were
heavily impacted both psychologically and financially. Approximately
5, 000 residential and commercial buildings or units will require repairs
and/or reconstruction for which permits will be needed from Building and
Safety. About 75 percent of these are single or multi -residential, with
20 percent small or medium commercial buildings, and 10 percent large
commercial, churches, etc..
During the recovery period, Building and Safety will be issuing permits
and providing inspection services for the reconstruction and repair of
these structures. The costs for this effort are anticipated to be
recoverable through FEMA and OES earthquake -related financial assistance.
Since these costs are recoverable, the Building and Safety Division can
waive all permit -related fees outlined in Chapter 3 of the Building Code
and not create a burden on the City's budget. Furthermore, waiving these
fees will provide significant relief for victims of earthquake damage.
It is anticipated that revenues for the earthquake -related repairs and
reconstruction will have been approximately $1.5 million if fees are
collected for those permits.
RECOMMENDATION
That the City Council approve a policy to waive fees for all permits
associated with repair or reconstruction of earthquake -damaged structures
or buildings of the same size and use as existed prior to the January 17,
1994, earthquake.
