SUBJECT: SAN FERNANDO ROAD (SR126) WIDENING PROJECT PHASES III
& IV (PLACERITA CREEK TO DRAYTON )
PROJECT NO. 91-27 - PROJECT ACCEPTANCE
DEPARTMENT: Community Development
BACKGROUND
On November 8, 1991, Council awarded a contract to Security Paving Co. for the widening
of San Fernando Road from Drayton Street to Placerita Creek. The project was completed
to the satisfaction of the Community Development Director on May 9, 1994 for a total cost
of $6,467,961 of which $4,786,859.12 was for construction costs. The total budget for this
project was $9 million. This completes one of the action items from the 1991-1994
Community Strategic Plan..
There remains an outstanding issue regarding Caltrans' acceptance of the barrier rail on the
Placerita Creek Bridge which is within the limits of the project. The resolution of this issue
does not affect the City's acceptance of the work done by the contractor nor the filing of the
Notice of Completion. Staff is currently working with Caltrans to resolve this issue.
RECOMMENDATION
1. That Council accept the work performed by Security Paving Co.;
2. That Council direct the City Clerk to file the attached Notice of Completion for the
project; and
3. That Council direct staff to release the 5% retention 35 days after the Notice of
Completion is recorded provided no stop notices, as provided by law, have been filed.

NOTICE OF COMPLETION OF
PUBLIC IMPROVEMENT AND WORK
NOTICE IS HEREBY GIVEN that the City of Santa Clarita, Los Angeles County,
California, has caused a public improvement, to wit:
PROJECT NO. 91-27
SAN FERNANDO ROAD (SR 126)
BETWEEN DRAYTON STREET AND PLACERITA CREEK
ROAD WIDENING PROJECT
to be constructed upon the property hereinafter described. The contract for furnishing of all
plant, labor, services, materials and equipment and all utilities and transportation, including
power, fuel and water, and performing all work necessary to construct and complete, in a
good and workmanlike manner in strict accordance with the specifications, plans, and
drawings therefore on file in the office of the City Clerk of the City of Santa Clarita, for the
construction, installation, and completion of the above described public improvement and
work, was heretofore made and entered into with Security Paving Company on the 11th day
of November 1991, and filed for record in the office of the City Clerk of the City of Santa
Clarita; that the work upon said public improvement was actually completed on May 9, 1994,
and that the Director of Community Development has notified the City Council that she has
made and completed a final inspection of the materials furnished and installed and the work
performed in the construction, installation and completion of said public improvement
hereinabove more particularly described and set forth in, and has certified in writing to the
City Council that all of the provisions of the contract and contract documents for the
furnishing of all plant, labor, services, materials, and equipment, and the performing of all
work necessary for the construction, installation and completion of said public improvement
above described have been fully complied with to her satisfaction as required by the contract
documents; that final acceptance of the construction, installation and completion of said
public improvement above described was made on the 11th day of October 1994 that the
nature of the title to said property improvement in fee except for the right-of-way upon which
it is constructed, and that it owns an easement upon, over and along said right-of-way for the
purpose of the construction, installation, and completion of said public improvement
hereinabove referred to and on which said public improvement is situated is described as
follows:
