ITEM 1 EMERGENCY PREPAREDNESS -- This item is on the agenda to thank
Supervisor Antonovich for the frequent visits to Santa Clarita during initial
weeks after the earthquake and for representing Santa Clarita's interests to
President Clinton during his earthquake visit to the San Fernando Valley;,
to acknowledge outstanding cooperation of Los Angeles County EOC,
Sheriff's Department, Fire Department, and Supervisor's staff.
RECOMMENDED ACTION: Discuss how L. A. County can assist the City
in year round disaster preparedness efforts.
ITEM 2 LOS ANGELES COUNTY BUDGET - This item is on the agenda to discuss
the predictions for FY94/95, the future library funding and contracting for
services with Santa Clarita.
RECOMMENDED ACTION: Discuss
ITEM 3 VALENCIA MARKETPLACE - This item is on the agenda to reiterate the
City's position to keep revenues local.
RECOMMENDED ACTION: Discuss
ITEM 4 FAIR & EQUITABLE FORMULA FOR ANNEXATIONS - This item is on
the agenda for a discussion leading to the creation of a fair and equitable
formula for annexations.

ITEM 5 SAN FERNANDO ROAD PARK & RIDE LOT - This item is on the agenda
to discuss the County's concerns regarding the Security/Maintenance
Agreement and also to discuss share responsibility for Park and Ride Lot
funding.

ITEM 6 EXPEDITE PHASE I OF SAN FERNANDO ROAD - This item is on the
agenda to review the schedule for other phases and to discuss the
commitment for remaining phase.

ITEM 7 ELSMERE CANYON LANDFILL PROJECT - This item is on the agenda to
discuss community concerns regarding impacts of the earthquake, the
EIS/EIR schedule update, and the April 21st community meeting.

NOTICE IS HEREBY GIVEN that the City Council of the City of Santa Clarita
at its Regular Meeting of April 19, 1994 adjourned said meeting to April 20,
1994 , at 7:30 a.m. at Ranch House Inn, 27413 Tourney Rd., Santa Clarita, for
the purpose of the City Council meeting with Supervisor Michael Antonovich to
discuss various issues.

NOTES FROM SANTA CLARITA CITY COUNCIL MEETING WITH LOS ANGELES
COUNTY SUPERVISOR MICHAEL D. ANTONOVICH
WEDNESDAY, APRIL 20, 1994
CALL TO ORDER
Mayor Pederson called the meeting to order at 7:50 a.m. and noted
that all Council Members were present.
ITEM 1 - EMERGENCY PREPAREDNESS
Mayor Pederson, Members of the City Council and City Manager
George Caravalho thanked Supervisor Antonovich for his assistance
during the recent earthquake emergency.
ITEM 2 LOS ANGELES COUNTY BUDGET
Council Member Smyth requested a characterization of the 1994/95
Los Angeles County budget by Supervisor Antonovich. The
Supervisor indicated that the County will be waiting for State of
California Department of Finance May Revise to determine actual
financial situation. Supervisor expressed concern that law
enforcement services in unincorporated of County may be reduced.
Contract Cities such as Santa Clarita will retain contractual
levels. Los Angeles County currently anticipates a maximum $900
million shortfall for FY 94/95.
ITEM 3 - VALENCIA MARKETPLACE
Council Member Heidt reiterated Santa Clarita City Council's
position. Project is anticipated to go before Board of
Supervisors on May 5, 1994.
City Manager George Caravalho requested a meeting with County
staff to discuss budget issues and possible contracting back of
services between the City and Los Angeles County. Supervisor
suggested arranging a meeting through Los Angeles County Chief
Administrative Office Management Analyst John Redmond.
ITEM 4 -FAIR AND EQUITABLE FORMULA FOR ANNEXATIONS
Council Member Boyer suggested development of a financial formula
for annexations. It was also suggested that a community -wide
meeting be held for purposes of conducting an in-depth discussion
of the future of the Santa Clarita Valley. Suggested
participants include representatives of all public agencies in
the Santa Clarita Valley and private sector representatives.
ITEM 5 - SAN FERNANDO ROAD PARK AND RIDE LOT
Council Member Darcy led the discussion, Supervisor Antonovich
noted that 900 of park and ride lot users for this facility are
from the City. A $35,000 commitment from the City would allow
the project to move forward.
ITEM 6 - EXPEDITE PHASE OF SAN FERNANDO ROAD
Los Angeles county is working with Caltrans to get the plans
approved. Project construction is anticipated to be completed by
Summer 95.
City Manager George Caravalho outlined the time delays
encountered by repeatedly reviewing bridge design standards
modification requests. Supervisor Antonovich committed that the
County will work with the City to develop standards which meet
local desires and gain a blanket Caltrans approval.
ITEM 7 ELSMERE CANYON LANDFILL PROJECT
Council Member Boyer outlined the City's continued opposition to
the project. The Council Member requested the Supervisor's
assistance in obtaining an agreement from the U.S. Forest Service
and Los Angeles county Regional Planning that the City would be
permitted to make its April 21, 1994, presentation as one
segment. The Supervisor indicated that he would support the
City's request for an single presentation consisting of several
components and speakers.
PUBLIC PARTICIPATION
1. Mary Caravalho, President of the Foundation for Children's
Dental Health presented Supervisor Antonovich with a plaque of
appreciation for the Supervisor's support of the organization.
2. Sam Azhderian (35300 Old Ridge Route, Castaic 91310)
requested that Los Angeles County keep the Castaic Animal Shelter
operational. Supervisor Antonovich indicated that the Animal
Shelter was being considered for closure as part of the 1994/95
Los Angeles County budget reduction process, though no final
decision has been made. Council Members Darcy and Heidt
individually expressed concern and requested that the facility
remain open.
ADJOURNMENT
On motion of Council Member Boyer, seconded by Council Member
Heidt, the meeting was adjourned to the regular City Council
meeting of April 26, 1994. Meeting adjourned at 8:50 a.m.
