Valencia Blvd. Basement Conference Room Santa Clarita, CA 91355 A G E N D A REDEVELOPMENT AGENCY - No New Business PUBLIC FINANCING AUTHORITY - No New Business CITY CLERK ANNOUNCEMENT During the Public Participation portion of the meeting, each person should prepare a (3) minute presentation. Public Participation speaker's slips must be submitted to the City Clerk before 7:00 p.m. Anyone wishing to address an item on the agenda should fill out a speaker's slip .and submit it to the City Clerk before the item is discussed. Each person addressing the Council has three minutes in which to speak, at which time the red light on the Council dias will appear. Executive Meeting (6:30 - 7.00 p.m.) This time has been set aside for Councilmembers to quickly review the agenda and obtain any further information from the City Manager and staff. No action will be taken prior to 7:30 p.m. This session is open to the public. Public Participation 7:00 - 7:30 .m. This time has been set aside for the public to address the City Council on any item on the agenda except for the public hearings. The public may also address the Council on items not on the agenda but those items will not be acted upon by Council at this meeting other than to review and return without action or direct staff. ALL speakers must call or submit a speaker's slip to the City Clerk prior to 7:00 p.m. and prepare a presentation not to exceed three minutes. The thirty minutes allowed for public input will be divided by the number of people wishing to speak, maximum time allowed will be three minutes. INVOCATION - Boyer CALL TO ORDER FLAG SALUTE ROLL CALL APPROVAL OF AGENDA PRESENTATION - Angie Jaramillo UNFINISHED BUSINESS 1. REDEVELOPMENT SURVEY AREA FOR THE SANTA CLARITA COMMUNITY RECOVERY AGENCY - RESOLUTION NO. 94-13 - At the City Council meeting of January 25th, staff was directed to proceed establishing a Redevelopment. Plan in accordance with appropriate State statutes to create an additional opportunity for assisting the community in recovering from the earthquake. RECOMMENDED ACTION: Adopt Resolution No. 94-13. CONSENT CALENDAR All matters listed under the Consent Calendar will be enacted by one motion unless a request is made for discussion, in which case, the item(s) will be removed from the Consent Calendar and will be considered separately following this portion of the agenda. 2. SAUGUS SPEEDWAY LEASE OF METROLINK PARKING LOT - SUSPENSION OF $2#000 MONTHLY PAYMENT TO THE CITY FOR SPEEDWAY USE OF THE METROLINK LOT - Since the beginning of Metrolink service on October 26, 1992, the Saugus Speedway has leased the Metrolink parking lot from the City for a monthly fee of $2,000. This provided safe overflow parking from the speedway\s parking lot at the west end of the speedway property. It is used mostly on Saturdays during racing season, April through October, and year round for the weekly Sunday swap meet. RECOMMENDED ACTION: Waive the monthly $2,000 payment to the City by the speedway, beginning with the January bilking, and continue to waive the payment until further notice. 3. RESOLUTION NO.94-12 - Check Register No. 3 and No. 4 covering periods from 01\10\94 to 01\28\94. RECOMMENDED ACTION: Adopt Resolution No. 94-12. NEW BUSINESS PUBLIC FORUM ON EARTHQUAKE RECOVERY - The City Council should consider calling a public forum next week to receive public comments and testimony regarding the aftermath of the earthquake. This would be an opportunity for the City Manager and staff to brief the public on the estimate of damage and options and alternatives that they are currently considering and implementing. ACTION: Set a time and date for the public, forum. 5. 1994-1995 CITY BUDGET STUDY SESSION DATES - City staff is initiating the process of drafting the 1994-1995 City Budget. In previous years, City staff and the Council have met twice in study sessions before the draft budget is brought before the City Council at a regular meeting. RECOMMENDED ACTION: To choose two City Council Study Session dates for the discussion of the 1994-1995 City Budget. 6. WAIVER OF FEES FOR PERMITS FOR EARTHQUAKE -RELATED REPAIRS AND RECONSTRUCTION - As a result of the earthquake of January 17th, a significant amount of damage was caused to homes and businesses throughout Santa Clarita which will generate a large volume of work to repair and/or reconstruct these damaged structures. During the recovery repair, Building and Safety will be issuing permits and providing inspection services for the reconstruction and repair of these structures. RECOMMENDED ACTION: Approve a policy to waive fees for all permits associated with repair of reconstruction of earthquake damaged structures or buildings of the same size and use as existed prior to January 17th earthquake. 7. CONTRACT TO PROVIDE BUILDING AND SAFETY SERVICES FOR EARTHQUAKE DAMAGED BUILDINGS - The post -earthquake recovery period to repair and reconstruct damaged private buildings is expected to last many months and will require a great amount of work on the part of both the citizens of Santa Clarita and by the City to provide the necessary inspection and enforcement of: the Building Code to ensure that buildings are rebuilt to the required level of safety. RECOMMENDED ACTION: City Council ratify the proposal and contract with Willdan Associated for Building and Safety services associated with repair and reconstruction of earthquake damaged buildings. 8. LOCAL AUTHORITY TO REGULATE THE USE AND SALE OF FIREARMS - As a member of Los Angeles Elected Women Against Violence, Councilmember Heidt received a letter dated December 1, 1993 from West Hollywood Councilmember requesting other local governments to adopt a resolution urging the California Legislature to grant local government the right to override state laws regulating the sale and use of firearms in cases where local government regulations would be more stringent. RECOMMENDED ACTION: Discuss the West Hollywood's December 6, 1993, agenda report and resolution relative to local authorities regulate the use and sale of firearms. SANTA CLARITA/PRINCESSA METROLINK STATION CONSTRUCTION CONTRACTS - The City faces an emergency situation based upon earthquake damage to the I5 and Route 14 freeways which has resulted in severe transportation impacts to the Santa Clarita Valley, San Fernando Valley and greater Los Angeles area. The MTA has secured a second Metrolink Rail Station site on Via Princessa between Sierra Highway and the Whites Canyon Bridge in the Canyon area of the City of Santa Clarita. The Southern California Regional Rail Authority has authorized the City to proceed with construction of the station and issued an initial letter giving permission to expend up to $250,000 on initial construction expenses. RECOMMENDED ACTION: Council vote to ratify the contracts with C.A. Rasmussen Co. and BSI, Incorporated under the State Emergency Procedures as approved by the City Engineer and City Attorney.
