7:00 - 7:05 P.M. ITEM 1 CONTINUING THE LOCAL EMERGENCY - This item
is on the agenda pursuant to Government Code Section 8630
which states the governing body shall review at least every 14
days until such local emergency is terminated.
RECOMMENDED ACTION: City Council ratify and consider the
need for continuing the local emergency.
7:05 - 7:45 P.M. ITEM 2 REVISED BROWN ACT - In October, 1993, Governor
Wilson signed into law four bills which have made substantial
changes in the Brown Act.
RECOMMENDED ACTION: Received presentation from City
Attorney and discuss.
7:45 - 8:30 P.M. ITEM 3 N.P.D.E.S. PROGRAM - The City is required to comply
with the terms of the National Pollutant Discharge Elimination
System (N.P.D.E.S.) permit for storm water. Over the next three
years, we will be required to implement a number of actions and
policies to reduce pollutants discharged from City streets and our
storm water system.
RECOMMENDED ACTION: Consider information and provide
comment and direction.

8:30 - 9:00 P.M. ITEM 4 COUNTY MONITORING - In August, 1990, the Council
directed staff to begin reviewing and monitoring development
projects proposed in the unincorporated areas of the Santa Clarita
Valley. In December 1992, the Planning Division of the City's
Community Development Department and the Los Angeles
County Regional Planning Department completed the joint City -
County Planning Program Background Report. The report
identifies program goals and contains recommended procedures
to coordinate planning efforts in the Santa Clarita Valley,
RECOMMENDED ACTION: Review and discuss.
9:00 - 9:30 P.M. ITEM 5 -IMPLEMENTATION OF THE GENERAL PLAN OPEN
SPACE AND CONSERVATION ELEMENT- The purpose of this
element is to guide and set a policy framework for existing and
future open space areas and uses. The Open Space and
Conservation Element identifies open space areas and important
natural resources in the City and its planning area. The
designation of open space areas is needed to preserve the special
natural features which define the Santa Clarita planning area and
give it its distinct form, identity, and aesthetic character..
RECOMMENDED ACTION: Review and discuss.

7 p.m.
7:15 p.m. - Councilmembers present: Carl Boyer and Jo Anne Darcy
Due to lack of quorum, this was an "informational gathering".

Item #1 - Continued to special meeting on April 5th, 1994 at 4:30 p.m. for the
purpose of City Council to ratify and consider the need for continuing the
local emergency.
Item #2 - Brown Act - Carl Newton to present this at the City Council meeting of
April 19th,1994.
Item #3 - N.P.D.E.S. Program - George Caravalho gave a quick review, then handed
the presentation over to Tony Nisich for further discussion. Tony
presented slide show with the assistance of Nancy DeLange. Tony went
through each finding from the study. Carl Boyer suggested that a letter be
sent to Buck McKeon regarding the percentage of the General Fund ($2
million) this is going to cost.
Item #4 - County Monitoring - Lynn Harris gave the report and explained in detail
the 5bullet points. Carl Boyer questioned the percentage of work with the
County that staff time has needed. Also suggested there be an article in
an edition of Western Magazine. George Caravalho stated that the City
has met with the new LAFCO Director to discuss scheduling meetings to
discuss new opportunities. No specifics of an information plan have been
made. City would like to see how the new Director handles certain
projects, and City would like to give tour to him of the Santa Clarita area.
Item #5 - Implementation of the General Plan Open Space and Conservation Element
- Don Williams presented this item.
Carl Newton - stated that CLWA was filing an environmental challenge to the RDA on
March 31, 1994.
Public Participation
Steve McClean of CLWA requested the City go at amore diligent pace in pursuing the
Redevelopment Agency. CLWA feels they do not have enough access to information at
this time, and would like more information. More info on rates, percentages. City
should wave fast track deadlines and get input from people of this valley. He stated
that the legal filing that is taking place on March 31st is the only avenue left to CLWA
and is not meant to antagonize.

Carl Boyer - Stated there would be room for discussion of the conception of the RDA
to relieve concerns.
George C - City is in a state of emergency, and RDA is the mechanism to put in place
due to this emergency, Many people are hurt by this disaster. Many
negotiations going on at State level. All information will be sent to CLWA.
Carl N. Council may call mtg. on the 5th to discuss the information.
George C - The mechanism of RDA - 20% of the money is for low and moderate
housing. Large monies for mitigation to face whatever disasters may
happen. It is earthquake mitigation. Don't take away those viable things
to help people who are in need. Please appreciate the importance of the
urgency to help these people.
Carl B - We need to have the CLWA and City on a first rate relationship.
Steve Mc - The concern of CLWA is the revenue loss and are committed to working
with Council to make this work:
