HomeMy WebLinkAbout1994-01-20 - MINUTES - EMERGENCY (2)MINUTES OF THE EMERGENCY CITY COUNCIL MEETING _ JANUARY 20, 1994 2:00 P.M. Mayor Pederson called the meeting of the City Council to order at 2:15 p.m. in the City Council Chambers. All Councilmembers were present. The City Manager explained the two meetings he has on a daily basis; at 7:00 a.m, for the staff and 5:00 p.m. which is an interagency meeting with the water companies, County.ztaff, CHP, Sheriff, etc. The interagency meetings have proved. to be very helpful. Mr. Caravalho explained a truck was sent to Bakersfield to obtain bottled water and a request was given to the County for five tankers of water. All water companies are doing well except Valencia Water Co. which is having problems due to pipeline damage and expect the west side of I5 freeway will be completed in a week. Jeff Kolin summarized the transportation problems stating that the freeway is the biggest problem. Cal Trans is working on a detour route for the IS and 14. Ridership on .the. commuter .rail has increased tremendously. Whittaker has allowed their property to be used as a parking lot for those using th'e,commuter rail. Sierra Hwy. will be re -striped and a high occupaiicy vehicle lane will be created. Mr. Kolin went through the road closures in the City -- McBean between Creekside and Newhall Ranch Rd. (bridge problem); Tournament Rd. between Wiley Canyon and Golf Course Rd (water main problem); Rye Canyon between Ave. Stanford and Avenue Scott (high tension line problems); Old Road between Magic Mountain and Rye Canyon (bridge problem). Council discussion included traffic in City, gridlock, help from CHP and Sheriff with Placerita Canyon, buses, Metrolink. The City Manager also updated the Council on the shelters and explained the first two nights there were 1,000 people and this has decreased to 700 people. Due to the water problems, the hotels are closed therefore creating a problem for all those people from out of town who are here to help the City EOC. There was discussion on people living outside in tents and how to get them back in their homes. Addressing Council was Brian Ages - stated Army has showers, blankets, etc. if needed by the City. City Manager thanked him and stated the City is required to go through proper procedures. Minutes, January 20, 1994 Page two - City Manager stated that Edison has most everyone with power. The sewage treatment plant on the west side of the freeway #32 has damage; #26 did very well. The damage assessment is approx. $100 million and every evening we are provided with an update. This does not include schools or the treatment plant but does include public, residential, and commercial buildings. General Services has been requested to engage a local contractor to give a reconnaissance estimate,of the City Hall building. This is subject to further discussion and approval of the Council. Based upon the information, work can be started immediately. Hopefully, we will get some operational activity beginning on Monday. The tenants of the building will receive a newsletter as to the appraisal and a daily newsletter will be completed to go out to the public and is being disbursed by the inspectors. FEMA has opened at Canyon Country Park with problems with parking due to the large number of people. Adelle McPherson stated FEMA will need to bring out more staff to deal with the numbers of people. CHP has been working with the City in deterring the traffic to 138 and putting message boards on 146, on IS and in Antelope Valley. Trash has been a problem in some areas. Haulers are concerned about cost. Rules from FEMA state that if you have private insurance that covers debris removal, that must be exhausted first before FEMA pays for any reimbursement. Waiver forms will be used for residents who have no insurance. City is working with Laidlaw for a waiver of fees for Chiquita Landfill but have had no luck. Curtis Sand & Gravel is offering to accept concrete and will crush it to use for road base and will charge a fee. Newhall Land & Farm is setting up an area for the City to haul concrete located at Avenue Stanford and Highway 126. The City will have a crushing unit to recycle the concrete. Bricks are non -recyclable. The City Manager discussed staff work schedule, flex times, payroll, etc. Minutes, January 20, 1994 Page three _ Council discussion: need for blankets at shelters; AES plant managers willing to volunteer; getting people back into their homes.
