JANUARY 28, 1994
4:30 P.M.
The emergency meeting was called to order by Mayor Pederson at 5:20
p.m. in the conference room at Newhall Land & Farming Co., 23823 W.
Valencia Blvd., Santa Clarita.
Councilmembers present for roll call were: Darcy, Heidt, Pederson.
Councilmember Klajic was not present and Councilmember Boyer
arrived at 5:35 p.m.
Item i -- Contract for repairs to damaged City Hall -- City
Manager, George Caravalho, explained the damage to the City Hall
site. He stated staff had met with contractors to review the
proposal for the work to be done on the building. Following an
investigation by Mel Green, structural engineer, it was found there
is structural damage in the building. Mr.Caravalho explained the
contract to the City Council. All items are to be moved completely
out of the building and moved into the temporary City Hall
building. No tenants will be allowed access to the building from
the day they fence the building. There will be night lighting,
since the contractors will be working two shifts. The City is
working with the tenants to find other offices. •The contract is
for $3,067,867.28 and does not include the $150,.060 previously paid
to the contractor. The total is $4,271,760.2.4 for the HVAC repair,
elevator repair, etc. The building Itself is valued at
approximately $9,000,000.00. Insurance will cover all but the
first 10%, $850,000, which FEMA should cover. Mr. Caravalho
explained that if there are indications the building is much more
damaged, we would perhaps discuss other alternatives.
The City Engineer explained the budget submitted by the
contractors, Intertex. He explained that the heavy steel work will
be completed immediately. The second contract is with Willdan and
Assoc. who will be providing cost estimates for the FEMA report and
damage survey report, as well as contractor management. The
Willdan contract is not to exceed $181,000.
It was moved by Heidt and seconded by Darcy to approve the
contracts with Intertex and Willdan Assoc. and authorize the City
Manager to sign contracts. On roll call vote:
Ayes: Boyer, Darcy,.Heidt, Pederson
Noes: None

Item 3 -- Ratification and continued declaration of local emergency
It was moved by Boyer, and seconded by Heidt to ratify and continue
the declaration of the local emergency. On roll call vote:
Ayes: Boyer, Darcy, Heidt, Pederson
Noes: None
Excused Absence: Klajic
Motion carried.
Item 2 -- Update of disaster recovery issues such as shelter,
housing, etc. -- The City Manager explained to Council that he had
a management meeting and we are now in the process of setting up
a number of teams that will focus on a recovery effort. Management
discussed FEMA, disaster response unit, debris removal, recovery
strategy, City Hall, continuation of the EOC, employee wellness.
They outlined other issues which included refuse, mobilehomes,
transportation, red tags, insurance, schools, roads, etc.
Deputy City Manager\Public Works, Jeff Kolin, stated that a second
Metrolink station is expected to be open by February 7th. They
have been working closely with regional rail`and"'have FEMA funding
a temporary rail site. It will be located on -Via Princessa between
Sierra Hwy. and the Whites Canyon bridge. 'The total cost of the
project is $850,000. Parking will be on the other side of the
tracks so that people will have to step across the tracks to enter
the train. Several names for the new station were recommended:
Santa Clarita East; Santa Clarita Via Princessa; Santa
Clarita\Canyon Country. The City Council chose the name SANTA
CLARITA PRINCESSA. A temporary facility will be built with an
asphalt\concrete platform and wood posts and will be functional.
Entry is from Weyerhauser Way, between Whites Canyon and Sierra
Highway.
Mr. Kolin reported that there will be a subsidized collection of
debris by using the California Conservation Corps who will be
clearing up the debris and taking down any fences on public
property. The City Attorney stated that the City would not be
allowed to expend funds on private property and that the City needs
clear authority to enter private property.
Updates: Newhall Water lifted the boil water order on Saturday;
Santa Clarita lifted it on Monday; Valencia Water now has water to
all its customers; Hwy. 14 has two lanes; Interstate 5 will be
opened tomorrow, 1\29; all schools operating with attendance close
to normal; shelters at 335 people and will consolidate on Monday.
Redevelopment plan -- The February 22nd Council meeting will be the
public hearing on a redevelopment plan for the City.

Council discussion -- speed of cars on Calgrove, need extra patrol;
boil order questions directed to water companies; reinstatement of
the 799 bus to downtown Los Angeles; thank you celebration for all
those who worked the emergency.
It was moved by Darcy and seconded by Boyer to adjourn the meeting
at 6:23 p.m.
