HomeMy WebLinkAbout1994-04-26 - MINUTES - REGULAR RDA (2)MINUTES OF REGULAR MEETING "^ CITY OF SANTA CLARITA REDEVELOPMENT AGENCY 6:30 P.M., APRIL 26, 1994 CALL TO ORDER Chairman Pederson called the Redevelopment Agency to order at 7:41 p.m. APPROVAL OF AGENDA It was moved by Darcy and seconded by Boyer to approve the agenda with the exception of item RDA2 to be pulled for discussion. On roll call vote: Ayes: Darcy, Boyer, Heidt, Smyth, Pederson Noes: None Absent: None Excused: None Motion carried. NEW BUSINESS Don Duckworth reported that the City Council received a report RDA ITEM 1 and list of possible immediate projects which could be undertaken FORMAL over a three year period in order to bring about earthquake ACKNOWLEDGEMENT OF recovery for the City of Santa Clarita. THE CONSIDERATION OF POSSIBLE IMMEDIATE These projects were presented on a conceptual basis pending an PROJECTS TO BRING extensive public participation and inter -agency communication ABOUT EARTHQUAKE process which is currently underway. In addition to the identified RECOVERY FOR THE revenue sources, staff will be pursuing the possible use of Federal CITY OF SANTA CLARITA Community Reinvestment Act, benefit assessment district, and other support to meet these needs. Addressing the Agency on this item were: Laurene Weste; Cam Noltemeyer; Jack Curenton; Ed Dunn. It was moved by Smyth and seconded by Boyer to approve staff recommendation to adopt Resolution No. RDA 94-8. Councilmember Smyth withdrew his motion. It was moved by Darcy and seconded by Boyer to approve staff recommendation to adopt Resolution No. RDA 94-8, formally acknowledging its consideration of possible immediate projects to bring about earthquake recovery for the City of Santa Clarita and to include a community participation plan. On roll call vote: Ayes: Darcy, Boyer, Heidt, Smyth, Pederson Noes: None Absent: None Excused: None Resolution RDA 94-8 adopted. CONSENT CALENDAR Carl Newton, City Attorney, reported that members, officers and RDA 2 employees who participate in the formulation or approval of WRITTEN DISCLOSURE redevelopment plans for a project area and who own any direct or OF FINANCIAL indirect financial interest in property included within a project INTERESTS IN REAL area must make a written disclosure of that financial interest to PROPERTY LOCATED IN the Redevelopment Agency and to the City Council. The disclosure THE REDEVELOPMENT must be entered on the minutes of both bodies. PROJECT AREA It was moved by Boyer and seconded by Darcy to approve City Attorney recommendation that the members and officers and employees who participated in formulating the Santa Clarita direct and indirect financial interest with the City Clerk and Assistant Secretary of the Agency, and that such disclosure be entered in the minutes.
