HomeMy WebLinkAbout1994-09-14 - MINUTES - STUDY SESSION (2)CITY OF SANTA CLARITA STUDY SESSION NOTES SEPTEMBER 14, 1994 CALL TO ORDER: 6:05 p.m. All Councilmembers were present. Mayor Pederson briefly stated that the agenda was for the opportunity to discuss the General Plan Circulation Element Amendment only. 6:05 p.m. Item #1 City Manager, George Caravalho briefly review the General Plan history, and staff procedures. Lynn Harris, Rich Henderson, Bahman Janka presented staff report updates. Lynn's consisted of the potential general plan amendment and the history of the general plan adoption. Rich Henderson's report consisted of the history of the Citizen's Transportation Committee in regards to the east/west corridor, history of procedures, major and secondary highways and linkage to the rail unit. Bahman reported on the series of events regarding the roads, and discussion by CTAc over the past two years. (See attachments). Kevin Michel presented slides regarding Magic Mtn, Rio Vista, SR 126. George Caravalho concluded this portion of the presentation Council Discussion Boyer requested more information. Felt there were some problems with the revised model and concerns with the bridge above Circle J. 7:16 p.m. At this time Mayor Pederson called for Public Participation. Public Participation 1) Connie Worden - on behalf of the Canyon Country Chamber of Commerce and Valencia Industrial Association. (See attachment). 2) Gary Johnson - support of Connie Worden's comments. 3) Valerie Thomas - Questions regarding specific alignments, who will pay? No specific information regarding Porta Bella regarding slopes, fill, etc. What is the response of Arco & Oil, Dept. of Water and Power, S. CA Gas. 4) Jack Ancona - Specific questions regarding maps. 5) Barbara Dorr - Support of CTAC proposal. 6) Alan Cameron - Lyons Ave. to Dockweiler extension be included. Written notice should go to the Dockweiler community as to what is being planned. Concerns regarding traffic studys - staff should factor trips in. Newhall Ranch Rd. proposal concerns (mainly - it is not in the City's jurisdiction). 7) Sam Veltri - Regarding Porta Bella - stated that his firm has responded to everything that has happened including discussions with CTAC. Magic Princessa was the brainchild of the residents, not City staff. CTAC was not mislead. 8) James McCarthy - Support of CTAC. 9) Ron Kumar - Associated with Sam Veltri. Gave explanation of development of network and road spacing. Must establish east/west direction as well as north/south direction. Emphasized that this is very important. 10) Fred Cunningham - Associated with Sam Veltri. Discussed design concepts and Magic Princessa. Alignment is keeping a low profile and tries to move with existing terrain. Discussed alternatives with respect to canyon fill. 11) Monica Simpson - Presentation of slides from the association. 12) Dean Cheeseman - concerns with fill project. A presentation was given by Carl Kanowski and Ron Drewshin which included a cross section of conceptual highway alignment plans. Discussion of a shift in the horizon alignment. Council Discussion Jan Heidt - Appreciates alternatives, as it helps to guide Council. What about transportation means? Alternatives of transportation. What about bus ways? What about a future where very few people drive? It was moved by Darcy and second by Boyer to receive this item and file. :fo. Item #2 Agreement with Meyer, Mohaddes Associates to Conduct Traffic Study for amendments to the Center City Circulation Systems of the General Plan. Tony Nisich, City Engineer - gave presentation of the agreement. It was moved by Heidt and second by Darcy to approve the recommended action to approve the agreement.
