1995 Storm Disaster Update

On January 4, 1995, the City began experiencing heavy rains caused by an abnormally strong
jet stream from the southwest. As a result of two consecutive rainstorms, the soil saturation
and limited resources, the City declared its fourth local emergency within the past four years.
On January 5, 1995, the County of Los Angeles issued a proclamation of a County -wide disaster.
Governor Wilson proclaimed a State Disaster on January 6, and President Clinton included Los
Angeles County in his Disaster Declaration on January 9, 1995. On January 11, 1995, the City
Manager, acting as the Director of Emergency Services, declared a local state of emergency
which was ratified by the City Council on January 17.
Areas most severely affected by the storms were Newhall Creek and Sierra Highway. Newhall
Creek experienced erosion of the river bed which threatened adjacent residential areas. Sierra
Highway sustained mud slides and erosion, with subsequent flooding south of San Fernando
Road. Many streets were flooded, with several road closures throughout the City.
Estimated costs for repairs to date are as follows:

Newhall/Catch basin clean-out, mud/debris removal $70,000

Pursuant to Section 8630 of the Government Code, "...The governing body shall review, at least
every 14 days until such local emergency is terminated, the need for continuing the local
emergency and shall proclaim the termination of such local emergency at the earliest possible
date that conditions warrant."
City Council extend the local state of emergency for an additional 14 days.
