HomeMy WebLinkAbout1995-08-22 - AGENDA REPORTS - 95 CONGESTION MANAGEMENT PLAN (2)AGENDA REPORT s City Manager Approval Item to be presented by: Rich Henderson PUBLIC HEARING DATE: August 22, 1995 SUBJECT: 1995 Congestion Management Plan Local Implementation Report DEPARTMENT: Community Development BACKGROUND The Congestion Management Plan (CMP) is a state -mandated program administered by the Metropolitan Transit Authority (MTA) to link land use; transportation, and air quality decisions, and to address transportation needs on a regional basis. The City is required: to participate in this program in order to receive Proposition 111 gas tax funds. Participation in the CMP in 1995 requires adoption of the compliance resolution (Resolution 95-100, attached), and reporting on new development activity and new transportation improvements to the MTA: This report either credits or debits the credit "bank" established in the 1994 CMP reporting process. New development activity is debited against the "bank," and transportation improvements are granted additional credits. Last year, the City was credited with 220,778 "points," the fourth highest amount awarded in Los Angeles County, Staff is submitting a report to the MTA this year which claims at least 40,000 points and debits 13,456 points, fora preliminary net balance of 234,234 credits. MTA requires that the City Council adopt Resolution b5-100 through a public hearing process. Public notice was posted in The Signal from August 12 through August 22, 1995. Staff will deliver the adopted resolution and the 1995 Local Implementation Report (LIR) to MTA staff for consideration on or before the September 1, 1995 deadline. RECOMMENDED ACTION: Receive report, open public hearing, receive testimony, close public hearing, adopt Resolution 95-100, and direct staff to deliver it and the 1995 LIR to MTA on or before the September 1, 1995 deadline. Mayor announces decision CITY OF SANTA CLARITA NOTICE OF PUBLIC HEARING REGARDING THE ADOPTION OF THE 1995 CONGESTION MANAGEMENT PLAN COMPLIANCE RESOLUTION AND LOCAL IMPLEMENTATION REPORT. PUBLIC NOTICE IS HEREBY GIVEN: A Public Hearing will be held before the City Council of the City of Santa Clarita regarding the adoption of the 1995 Congestion Management Plan Compliance Resolution and Local Implementation Report.: This resolution and report is an annually -performed action which commits the City to comply with the state and federally -mandated Los Angeles County Metropolitan Transportation Authority Congestion Management Program. A public hearing is required for adoption of the resolution. The hearing will be held by the City Council in the City Hall Council Chambers, 23920 Valencia Boulevard, 1st Floor, Santa Clarita, the 22nd day of August, 1995, at or after 6:30 p.m. Proponents, opponents, and any interested persons may appear and be heard on this matter at that time. Grindey, CMC City Clerk S: \cd4urrent\<mp95pn.cmh RESOLUTION NO. 95-100 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA TO BE IN CONFORMANCE WITH THE CONGESTION MANAGEMENT PROGRAM (CMP) AND ADOPTING THE CMP LOCAL IMPLEMENTATION REPORT, IN ACCORDANCE WITH CALIFORNIA GOVERNMENT CODE SECTION 65089 WHEREAS, the Los Angeles County Metropolitan Transportation Authority ("MTA"), acting as the Congestion Management Agency for Los Angeles County, adopted the Congestion Management Program on November 17, 1993; and WHEREAS, the adopted CMP requires that MTA annually determine that the County and cities within the County are conforming to all CMP requirements: and WHEREAS, the adopted CMP requires submittal to the MTA of the CMP local implementation report by September 1,1995; and WHEREAS, the City Council held a noticed public hearing on August 22, 1995. THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES HEREBY' RESOLVE AS FOLLOWS: SECTION 1. That the City of Santa Clarita has taken all of the following actions, and that the City of Santa Clarita is in conformance with all applicable requirements of the 1993 CMP. By June 15, 1995, the City of Santa Clarita will conduct annual traffic counts and calculated levels of service for selected arterial intersections, consistent with the requirements identified in the CMP Highway and Roadway System Chapter. The City of Santa Clarita has locally adopted and continues to implement a transportation demand management ordinance, consistent with the minimum requirements identified in the CMP Transportation Demand, Management Chapter. The City of Santa Clarita has locally adopted and continues to implement a land use analysis program, consistent with the minimum requirements identified in the CMP Land Use Analysis Program Chapter. The City of Santa Clarita has adopted a Local Implementation Report, attached hereto and made a part hereof, consistent with the requirements identified in the CMP. This report balances traffic congestion impacts due to growth within the City with transportation improvements, and demonstrates that the City is meeting its responsibilities under the Countywide Deficiency Plan. SECTION 2. That the City Clerk shall certify to the adoption of this Resolution and shall forward a copy of this Resolution to the Los Angeles County Metropolitan Transportation Authority.
