SUBJECT: Approval of Annexation Consultant Services

BACKGROUND
General Plan Land Use Element Goals and Policies strongly advocate annexation of
residential and commercial areas in the unincorporated Santa Clarita Valley. Since
incorporation in 1987, annexations of parcels including the Pinetree area, the Price Club
property, several areas in Sand Canyon and Canyon Country have been completed. Ongoing
annexations include areas in North Valencia, Saugus, Canyon Country, and Sand Canyon.
Recently, the Lockheed Corporation submitted annexation applications for its property
northeast of the Valencia Industrial Center.
From FY 1990-1 through approximately FY 1992-93, Ms. Esther Aguilar was retained for
annexation and planning consultant tasks, and performed a lead role in initiating several of
the ongoing annexations. During that time, she also trained two staff planners in annexation
processing. However, progress on several annexation applications has been limited in the
past year because of redirected staff work effort in the Planning Division, staff
reassignments, and staff leaves of absence, Staff believes that consultant services are again
essential in order to complete the present and anticipated future annexation applications, and
also to train new staff, while at the same time providing a high level of public service.. Ms.
Aguilar was also involved in the Newhall Revitalization Public Participation Plana
The proposed fee schedule is $40.00 per hour of consultant services. Attached is a chart
showing comparable consultant fees for planning -related services from several firms which
have contracted with the City in the past five years. Staff believes that Ms. Aguilar's fees
are equitable and well below fees commonly charged for consulting firms' principal planners.
Because this was an unanticipated need for the FY 95-96 budget, and because annexation is
an ongoing City priority, staff requests that funds for consultant services be drawn from the
City Manager/City Council Contingency Fund. Staff anticipates that Ms. Aguilar will be
working approximately 20 hours a week; contracting her services for the remaining 1995-96
Fiscal Year (10 -month period from September 1995 through June 1996 (866 hours)) would

need approximately $34,640.00 from this fund. The current balance in the Contingency Fund
is $1,500,000.00; should this item be approved, the remaining balance will be $1,465,360.00.
RECOMMENDATION:
Authorize the City Manager to enter into a professional services contract between
the City and Esther Aguilar, Consultant, to provide annexation consultant
services.
2. Appropriate $34,640.00 to Annexation Services Account No. 01-5101-236 from the
City Manager's Contingency Account No. 01-4101-290 to pay for annexation
consultant services.
