SUBJECT: A RESOLUTION APPROVING AND ORDERING THE ANNEXATION
ORDER OF BOUQUET CANYON PARK TO THE CITY OF SANTA
CLARITA (ANNEXATION NO. 1994-02)

Annexation No. 1994-02, the Bouquet Canyon Park Annexation, is located north of the existing
City limits, at the terminus of Wellston Drive (see attached map.) The proposed annexation
area consists of 10.53 acres of uninhabited land consisting of an existing playground and open
space land. The park site was previously owned and operated by the County of Los Angeles.
The County and the City have entered into a lease agreement, dated November 22, 1993, which
granted the City the responsibility of facilities maintenance and program operations for Bouquet
Canyon Park. The terms of that agreement specify the transfer of title for the park site from
the County to the City upon completion of Annexation No. 1994-02. There are no known persons
or organizations opposed to this proposal.
On March 28, 1995, the City Council adopted Ordinance No. 95-5 to prezone the Bouquet
Canyon Park site as "Open Space". The Open Space zoning classification is consistent with the
City's General Plan and Unified Development Code, and will allow the continued operation of
the site as a public park. On August 22, 1995, the City Council adopted Resolution No. 95-93
approving and accepting a joint property tax transfer for the site as required by the Local
Agency Formation Commission. (The Los Angeles County Auditor -Controller has determined
that the Bouquet Canyon Park site is exempt from ad valorem taxation, and that no exchange
of property tax revenue will occur between Los Angeles County and the City of Santa Clarita.)
On October 11, 1995, the LAFCO determined that the Negative Declaration was adequate, the
terms and conditions of the annexation were acceptable, amended the City's sphere of influence
to include the Bouquet Canyon Park site, and approved the annexation as requested by the City
Council. The order accompanying the annexation specifies that the site be withdrawn from

County Road District No. 5. The approval action was concluded with direction to the City of
Santa Clarita to initiate proceedings, without notice or hearing, in compliance with LAFCO
Resolution No. 1995-29, pursuant to the Cortese -Knox Local Government Reorganization Act
of 1985 (Division 3 of Title 6 of the Government Code, commencing with Section 57000).
Proposed Resolution No. 95-115, "Making Findings On Written Protest and Approving and
Ordering Annexation No, 1994-02 to the City of Santa Clarita", represents the final action to
be taken by the City Council to complete the annexation. If the hearing results in insufficient
written protest, the Resolution will be forwarded to the LAFCO for review and certification, the
annexation will be recorded within 15-30 days, and will come under the City's jurisdiction at
that time. Council's approval and ordering of the Bouquet Canyon Park Annexation will not
result in a fiscal impact, because the City's Parks and Recreation Department has already been
operating this facility since November 22, 1993, at a cost of $75,000.00 per year.
RECOMMENDATION
1. Adopt Resolution No. 95-115, approving and ordering the annexation of the 10.53 acre
uninhabited territory designated as Bouquet Canyon Park to the City of Santa Clarita
(Annexation No. 1994-02); and
2. Direct staff to transmit adopted Resolution No. 95-115 to the Los Angeles County Local
Agency Formation Commission for final action.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA, CALIFORNIA,
MAKING FINDINGS THAT INSUFFICIENT WRITTEN PROTESTS
HAVE BEEN FILED AND APPROVING AND
ORDERING THE ANNEXATION OF
CERTAIN UNINHABITED TERRITORY DESIGNATED AS
"ANNEXATION NO. 1994-02"
THE BOUQUET PARK ANNEXATION TO THE CITY OF SANTA CLARITA
WHEREAS, the Local Agency Formation Commission of the County of Los Angeles adopted
its resolution, making determinations and approving the proposed annexation to the City of
Santa Clarita of territory described in Exhibit "A" and mapped in Exhibit "B" attached hereto
and by this reference incorporated; and
WHEREAS, the Local Agency Formation Commission of the County of Los Angeles has
directed the City of Santa Clarita to proceed with the annexation subject to the determinations
and findings of LAFCO Resolution No. 1995-29; and
WHEREAS, the City Clerk set Tuesday, November 7, 1995, at 6:30 p.m. in the Council
Chambers of the City Hall, 23920 Valencia Boulevard, 1st Floor, Santa Clarita, California, as
the date, time, and place for said hearing on the proposed annexation and the property owner
in the said territory was duly informed of their right to file a written protest against the
annexation with the City Clerk at any time prior to the conclusion of the hearing on the
proposed annexation; and
WHEREAS, the Local Agency Formation Commission reviewed and found adequate the
Negative Declaration prepared by the City of Santa Clarita; and
WHEREAS, the Local Agency Formation Commission amended the sphere of influence for
the City of Santa Clarita to include the Bouquet Canyon Park site; and
WHEREAS, the Local Agency Formation Commission has determined the following: a) The
subject site consists of an existing public park; b) operation and maintenance of the park are
currently provided by the City of Santa Clarita, through a lease agreement with the County of
Los Angeles; c) once annexed, the City will continue existing recreational services and park
maintenance; and d) services provided at this facility benefit the local community; and
WHEREAS, the Local Agency Formation Commission approved the Bouquet Canyon Park
legal description for the boundaries of the territory set forth in Exhibit "A", and mapped in
Exhibit "B", attached hereto and made a part hereof; and
WHEREAS, the Local Agency Formation Commission approved this proposed annexation
subject to the following conditions:
1) The subject territory would also be annexed to the Consolidated Fire Protection
District; and

2) The subject territory would be withdrawn from County Road District No. 5; and
3) The City Council of the City of Santa Clarita is directed to initiate proceedings in
compliance with the Los Angeles County Local Agency Formation Commission's
resolution approving and ordering City of Santa Clarita Annexation No. 1994-02; and
4) The City is authorized to proceed without notice and/or hearing pursuant to
Government Code Section 56837.
WHEREAS, the reason for this annexation is to provide on-going public services and
promote sound planning and land use practices in the affected territory; and
WHEREAS, the regular County assessment roll is utilized by this City; and
WHEREAS, the affected territory will not he taxed for existing bonded indebtedness of this
City.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Santa Clarita,
California, as follows:
SECTION 1. The City Council hereby declares said territory is found to be uninhabited and
a legal description of the boundaries of the annexation is set forth in Exhibit "A" and a map of
the boundaries is set forth in Exhibit "B", attached hereto and made a part hereof.
SECTION 2. In accordance with Section 57075 of the Government Code, it is hereby found
that no written protests have been filed on this action by any affected property owner owning
less than 50% of the total assessed value of land within the territory.
SECTION 3. The City Council hereby orders the territory described in Exhibits "A" and "B"
to be annexed and directs the City Clerk to transmit eight (8) certified copies of this resolution
with applicable fees required by Section 54902.5 of the Government Code to the Executive
Officer of the Local Agency Formation Commission of Los Angeles County.
SECTION 4. The City Clerk shall certify to the adoption of this resolution and certify this
record to be a full, true, and correct copy of the action taken.

Township 4 North, Range 16 West, S.B.M., described as follows:
Beginning at the intersection of the south line of said Section 1, having a bearing
of N. 89° 38' 11" E., and a line parallel with and 10 feet easterly, measured at right
angles from that certain course having a bearing and length of N. 00 22' 13 W.
31.59 feet in the center line of Wellston Drive as said center line is shown on map of
Tract No. 29473, filed in Book 748, pages 88 through 91 of Maps in the office of the
Recorder of the County of Los Angeles, said intersection being a point in the boundary
of the City of Santa Clarita as same existed on September 10, 1995; thence
N. 00 19' 09" W. 555.00 feet along said parallel line to the northerly line of southerly
