SUBJECT: Bid Process for Arts and Crafts Supplies
DEPARTMENT: Parks, Recreation, and Community Services
BACKGROUND
The City of Santa Clarita's Parks, Recreation, and Community Services Department annually
purchases up to $35,000 of recreational and educational accessories for classes in early childhood
education, day camps, and child development programs. Many of these products are consumable
or have a short-lived duration of one or two seasons. Many hours of staff time are spent
reviewing catalogs from a variety of manufacturers searching for the most appropriate items to
meet program curriculums. Frequently, the item selected may be unique to a particular
manufacturer. The City's current purchasing policy requires at least three quotes from other
manufacturers producing "substantially similar products." This process becomes impractical and
inefficient when comparing hundreds of unique or dissimilar products from dozens of
manufacturers across the country.
The Parks, Recreation, and Community Services Department reviewed this process with the
Finance Department and General Services and determined that a bid process waiver on these
particular items would be the most appropriate recommended course of action.
RECOMMENDATION
The City Council waive the bid process for up to $35,000 for the Parks, Recreation, and
Community Services Department for the purchase of various early childhood education supplies.
