Harris CONSENTCALENDAR DATE: November 14, 1995 SUBJECT: AWARD CONTRACT FOR ASPHALT CONCRETE DEPARTMENT: Public Works BACKGROUND Santa Clarita's Street Maintenance Division is responsible for all asphalt concrete work within the City right of way. This type of work is performed on a daily basis by the City's Asphalt Crew, and encompasses projects that require small amounts of asphalt such as pothole repairs, and larger projects such as "dig outs" which can require 30 to 40 tons of asphalt at one time, The quantity of asphalt concrete purchased on any specific day can exceed the City's $500.00 limit, It is proposed that an open purchase order be awarded to the vendor able to meet all City Street Maintenance requirements at the best price. This proposed action ensures that all necessary materials will be readily available for the Asphalt Crew so that all work may be completed in an efficient manner. In July of 1995 a request for sealed bids (BID 9 PW -95-96-05) was advertised with the following bids received on August 10, 1995: company Location Price Per Ton P.W, Gillibrand Santa Clarita $47.63 Blue Diamond Materials Irwindale $47.63 R.C. Becker and Sons, Inc- Newhall $49.79 Bid requests were sent to six companies including P.W. Gillibrand, Blue Diamond, R.C. Becker and Sons, Inc., Industrial Asphalt, Reliable Paving, and Rick Franklin Construction. Additionally, staff mailed bid packages to the Valencia Industrial Association, both Chambers of Commerce and a firm called BIDNET. Continued To: Agenda Items As depicted above, both P.W. Gillibrand and Blue Diamond Materials have submitted similar priced bids to the City. In review of both bid proposals, staff has found that P.W, Gillibrand maintains an asphalt production plant within the Santa CMta Valley, while Blue Diamond Materials closest facility is located in Sun Valley. As City staff is responsible for picking up these materials, based upon their facility's proximity to Santa Clarita, staff has determined P,W. Gillibrand to be the lowest responsible bidder, RECOMMENDATION Authorize the City Manager to execute all contract documents and; direct staff to issue an open purchase order to P.W- Gillibrand in an amount not to exceed $15,000 for the purchase of asphalt concrete specified in Bid # SM -95-96-05, to be ftinded through Street Maintenance Account No. 02- 6505-227.
