HomeMy WebLinkAbout1995-01-10 - AGENDA REPORTS - BOUQUET CYN TRAIL PHASE II (2)AGENDA REPORT City anager Approv` Item to be presented by: Rick Putn CONSENT CALENDAR DATE: January 10, 1995 SUBJECT: Authorization to Enter into a Contract with Sikand Engineering for Bouquet Canyon Trail - Phase II Design Services DEPARTMENT: Parks, Recreation, and Community Services BACKGROUND The City of Santa Clarita is commencing its right-of-way and design work of the Bouquet Canyon Trail - Phase II in fulfillment of the Five -Year Capital Improvement Program. This segment of the Bouquet Canyon Trail will extend along the northerly side of Newhall Ranch Road from Bouquet Canyon Road westerly to McBean Parkway. (Please refer to the attached map.) The underlying fee owner throughout this corridor is the Newhall Land and Farming Company, and a trail alignment has been identified. This alignment will ultimately connect to the Valencia paseo system and the City's Santa Clara River Trail system, Assuming no outstanding issues occur throughout the right-of-way and design stages, staff envisions that construction of the trail will begin in late spring 1995. Staff has selected Sikand Engineering for design and right-of-way services related to this project. Sikand has been pre -qualified by staff and has a working knowledge of the City's trail system. Services provided by Sikand will include right-of-way engineering, design plans and specifications, and construction cost estimates. The City's Capital Improvement Program has identified the commencement of this project to begin in the 1995-96 fiscal year. Currently, no monies have been appropriated this fiscal year for the funding of this project. A total of $275,000 is estimated for this project: $35,000 for right-of-way and design services and $240,000 for construction. Approximately $125,000 of Transportation Development Act (TDA) Article 3 funds and $150,000 of developer funds are currently available. Furthermore, no general fund monies will be used for this project. k FIG 4 ED Agenda Item:—�� Authorization to Enter into a Contract with Sikand Engineering for Bouquet Canyon Trail - Phase II Design Services January 10, 1995 Page 2 RECOMMENDATION The City Council authorize a contract with Sikand Engineering not to exceed $35,000 for right-of-way services and design engineering related to the Bouquet Canyon Trail - Phase II project. The City Council appropriate $150,000 in developer fees to account no. 06-99045-227 and authorize a transfer of Transportation Development Act (TDA) Article 3 funds in the amount of $125,000 from account no. 1"1 12-227 to account no. 14-99045-227. O O PROJECT LOCATION - 184 CITY OF SANTA CLARITA INTEROFFICE MEMORANDUM TO: Donna Grindey, City Clerk FROM: Steve Stark, Director of FinancO DATE: March 17, 1995 SUBJECT:: Correction of Record, Agenda Item #14, January 10, 1995 The recommendation of Agenda Item #14, January 10, 1995, Authorization to Enter into a Contract with Sikand Engineering for Bouquet Canyon Trail - Phase U Design Services contained a clerical error that needs to be corrected. The recommendation requested a budget transfer of $125,000 from account no. 14-99012-227 to 14-99045-227. It should have read from 14-2600, Fund Balance, Barbara Boswell spoke with Carl Newton, City Attorney, regarding the error, and he stated that since it was a clerical error, and the intent was there, this memo to you would be sufficient to correct the record. Please correct the record to reflect the change in the account number the funds are to come from.
