HomeMy WebLinkAbout1995-06-13 - AGENDA REPORTS - BOUQUET CYN TRAIL PHASE II (2)AGENDA REP T City Manag0er Approva Item to be presented by: Rick PuLnILM 1 CONSENT CALENDAR DATE: June 13, 1995 SUBJECT: Bid Award for Bouquet Canyon Trail Phase II DEPARTMENT: Parks, Recreation, and Community Services At its regularly scheduled meeting of January 10, 1995, the City Council authorized staff to enter into a design contract with Sikand Engineering with respect to construction of the Bouquet Canyon Trail Phase II. The design phase is now concluded and the bid phase has begun. Phase II of the Bouquet Canyon Trail is located on the north side of Newhall Ranch Road between McBean Parkway and Bouquet Canyon Road (see attached map.) The entire project lies within the unincorporated area of Los Angeles County. The operations and maintenance of this trail, although located within County jurisdiction, will be provided by the City through a separate City of Santa Clarita/County of Los Angeles maintenance and operations agreement. The Bouquet Canyon Trail is a planned 12 -foot -wide trail accommodating pedestrian and bicycle users. The final trail alignment will extend across Newhall Ranch Road via an 8 -foot -wide paseo bridge to be built by the Newhall Land and Farming Company in conjunction with the future residential development projects in the Northbridge tract. In the interim, an 8 -foot -wide temporary trail will be constructed between McBean Parkway and Grandview Drive to provide users access to the South Fork River corridor. Sixteen bid packages were purchased during the bid period, and seven bids were subsequently received by the City Clerk. The Engineer's Estimate for this project is $127,941.00. The following bids were received: R.C. Becker and Son, Inc. Padilla Paving Co. Granite Construction Excel Paving Co. Becker and Son, Inc. Reference checks indicate that work will be performed in a suitable manner. Staff is currently in the process of obtaining the final right -of -entry documents for this project and work is expected to begin throughout the summer months. The total budget amount previously authorized by the City Council for this project (including right-of-way, design, and construction services) is $275,000.00. Of the total budget amount, the City Council has previously authorized staff to expend $150,000 of developer funds and $125,000.00 of TDA3 funds for this project. These TDA3 grant monies have been earmarked solely for this segment of the Bouquet Canyon Trail. To date, accrued interest has increased the fund balance to approximately $161,800.00. In order to expend all available grant monies, staff is requesting that the full balance of TDA3 funds be allocated. 1. The City Council adopt the plans and specifications for Project No. 99-045, Bouquet Canyon Trail Phase II; 2. Award a contract to R.C. Becker and Son, Inc., the lowest responsible bidder, in the amount of $165,973.74 plus 15 percent contingency for potential change orders. Authorize the City Manager or his designee to approve all documents relating to this contract. Authorize the City Manager to enter into the necessary survey, inspection, testing, maintenance guaranty, and other work necessary to support construction of the project. Funds are available in account no. 14-99045-227; Authorize staff to increase the budget amount of TDA3 1989/90 Regional Bikeway funds on the Bouquet Canyon Trail Phase II to $161,800.00 (account no. 14-99045-227) and increase estimated revenues in account 14-3565 to 161,800.
