SUBJECT: Increase Contract with California Commercial Pools, Inc. for
Earthquake Repairs - Project No. PR 95-039
DEPARTMENT: Parks, Recreation, and Community Services
California Commercial Pools, Inc. was recently awarded a contract to repair earthquake damage
at Newhall and Santa Clarita Park pools in the amount of $157,140 (Purchase Order No. 11339).
Included in the contract was additional testing to determine if any other damage which was not
visible during inspections existed. A specialized procedure called a leak test was performed, and
major new breaks were found at both pools..
The engineering fug of Jones & Madhavan has reviewed the additional damage and
recommended replacing the gutter system and main drain at Newhall Park pool, and repairing
the gutter system plumbing and main drain at Santa Clarita Park pool.
The cost for additional repairs includes increases to the original contract of $152,557 for
Newhall Park pool, $75,686 for Santa Clarita Park pool, and $8,000 of Departmental savings.
The original contract for $157,140 would be increased by $236,243, for a total of $393,383. Staff
is currently seeking FEMA reimbursement for all eligible repairs.

1. The City Council authorize additional appropriations in the amount of $152,557 in account
no. 90-79978-227, $75,686 in account no. 90-79977-227, and transfer $8,000 from
Departmental fund savings to account no. 01-79977-227. Increase estimated revenue,
account no. 90-3597, by $228,243;
2. Authorize contract amendments for total repair costs at Newhall Park pool of $274,057
and Santa Clarita Park pool of $119,326; and
3. Authorize staff to pursue Proposition A funds for the $8,000 improvement of Santa Clarita
Park pool, if an eligible expense.

Dear Lee:
Please provide a price quote for the following additional work associated with Newhall Park
1'001:
1. Remove and replace main drain line complete.
a. Main drain line shall be 8" Schedule 80 PVC and enter surge chamber at acme
location as existing. Core out existing pipe and scat new pipe with rubber belt
warerstop with stainless steel fasteners.
b. Reuse 8" PVC butterfly valve with gear operator and stem extension in surge
chamber.
C. Remove and replacc pool floor and pool deck as necessary to gain access les piping.
Refer to Detail 3, Sheet SPI and Derail 3, Sheer SP2.
d. Pressure test new piping at 80 Psi prior to backfilling.
e. Excavate, backfill and compact soil as necessary. Backfill $hall be compacted to
minimum 9o%.
f. Remove and reinstall existing main drain grates.
