HomeMy WebLinkAbout1995-11-14 - AGENDA REPORTS - CENTRAL PARK DEVELOPMENT (2)AGENDA REPORT City Manager Approv Item to be presented y: Rick Putnam NEW BUSINESS DATE November 14, 1995 SUBJECT: CITY CENTRAL PARK DEVELOPMENT RESOLUTION NO, 95-129 DEPARTMENT: Parks, Recreation, and Community Services BACKGROUND The City of Santa Clarita's General Plan, Parks and Recreation Element, Goal 1, Policy 1.2 provides direction to develop a variety of park types and sizes (regional, community, neighborhood) which are distributed adequately to serve all area residents and to prevent overcrowding and overuse. The General Plan Exhibit PR -7 identifies proposed future park sites. The area of the Castaic Lake Water Agency's (CLWA) property is identified on this exhibit as an "Approximate Location for a Future City Wide Park." City staff has been working with the CLWA to provide an opportunity for a park site on what is commonly known as the lower mesa, approximately 135 acres. A long-term land lease for this portion of their property is currently being negotiated. The Director of Parks, Recreation, and Community Services has identified funding available for this project from the Los Angeles County Regional Park and Open Space District, Proposition A Entitlement Funds. These funds will be redirected from previously approved projects such as (1) sport court renovation, (2) Canyon Country Park group picnic area, (3) sport field lighting, and (4) tennis court renovation. Projects already completed with Proposition A Entitlement Funds include the North Oaks Park renovation, South Fork Trail Phase IV, and the Bouquet Canyon Park play equipment. The attached Resolution 95-129 provides for the City Council's authorization to submit the application for the Proposition A funds to be used for this project. The public participation phase of this project is underway with community meetings scheduled over the next several months. It is anticipated that a Park Development Site Plan will be presented to City Council for adoption in April 1996. The Proposition A funds will be used to design and construct Phase I of the park site project. RECOMMENDATION 1. City Council authorize the Director of Administrative Services to appropriate $800,000 of Proposition A Entitlement Funds for the City Central Park project (account number 24-99057-227) and increase estimated revenues by the same amount for account number 24-3594; Adopted: L.�. City Council approve Resolution 95-129 for the application of Proposition A funds; 3., City Council authorize the City Manager to execute all documents including the land lease with Castaic Lake Water Agency and design/development contract with Charles Abbott and Associates not to exceed $60,000. ATTACHMENT Resolution 95-129 REP:JMI.dis counciI1agclwa jmi RESOLUTION 95-129 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA APPROVING THE APPLICATION FOR GRANT FUNDS FROM THE COUNTY OF LOS ANGELES REGIONAL PARK AND OPEN SPACE DISTRICT PER -PARCEL DISCRETIONARY GRANT PROGRAM FOR CASTAIC LAKE WATER AGENCY PARK SITE WHEREAS, the people of the County of Los Angeles on November 3, 1992 enacted Los Angeles County Proposition A Safe Neighborhood Parks, Gang Prevention, Tree Planting, Senior and Youth Recreation, Beaches and Wildlife Protection (the Proposition), which provides funds to the County of Los Angeles and other public agencies in the County for the purposes of acquiring and/or developing facilities for public recreational facilities and open space; and WHEREAS, the Proposition also created the County of Los Angeles Regional Park and Open Space District (the District) to administer said funds; and WHEREAS, the District has set forth the necessary procedures governing local agency applications for grant funds under the Proposition; and WHEREAS, the District's procedures require the applicant to certify, by resolution, the approval of the application before submission of said application to the District; and, WHEREAS, the project has been identified by the Department of Parks, Recreation, and Community Services as a valuable addition to its focus on safe neighborhoods; and WHEREAS, said application contains assurances that the applicant must comply with; and WHEREAS, the applicant will enter into an agreement with the District for acquisition or development of the project. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Santa Clarita hereby: 1. Approves the filling of an application with the County of Los Angeles Regional Park and Open Space District for funds under Section 81.1 of the Proposition for the above project; 2. Certifies that said applicant understands the assurances and certification in the application form; 3. Certifies that said applicant has, or will have, sufficient funds to operate and maintain the project in perpetuity; and 4. Appoints the City Manager, as agent of the City of Santa Clarita, to conduct all negotiations, and execute and submit all documents including, but not limited to applications, agreements, amendments,' payment, requests, and so forth, which may be necessary for the completion of the aforementioned project.
