SUBJECT: Community Services Grant Program
DEPARTMENT: Parks, Recreation and Community Services
On November 8, 1994, the City Council approved the Community Services Grant Review
Committee's recommended list of 15 agencies and corresponding grant amounts totaling $35,600
for the Community Services Grant program funding for Fiscal Year 1994-95. City staff is
currently in the process of awarding grant awards to agencies. Through the adoption of the
Fiscal year budget for Fiscal year 1994-95, City Council approved $75,000 for the Community
Services Grant program.
Additionally, The City Council requested that this item be returned for discussion in January.
The Committee met on January 10, 1995, to discuss issues associated with the grant program.
The Committee will be taking another look at the administrative policy which established the
grant over the next several months. It is the goal of the Committee to analyze the grant criteria
and recommend any necessary enhancements to the instructions, process and criteria to the City
Council. City staff is available to answer City Council's questions.

BACKGROUND
As part of the Fiscal Year 1994-95 City budget, City Council approved the Community
Services Grant Program for $75,000, The City's program is a community outreach program
which assists needy community based, non-profit organizations providing social services to
City residents. The intent of the grant program is to award grants to social services
organizations in the form of one time start-up projects and program enhancements, capital
expenditures and special supplies.
The City received 40 proposals for grant award consideration by the Community Services
Grant Review Committee. The total amount requested by the 40 agencies was $172,196, with
the average grant award of $4,305. The committee members include: Rick Putnam, Director,
Parks, Recreation and Community Services; Jo Anne Darcy, Mayor Pro Tem; Janice Heidt,
Councilmember; Terri Maus, City Budget Officer; and Steve Stark, Director, Finance.
On September 28, 1994, and October 18, 1994, the committee met to discuss grant
applications and develop a recommended list of agencies for community services grant
funding for Fiscal Year 1994-95. The committee has finalized its Agency Recommendation
List and is recommending to the City Council a grant award of $35,600 to 15 community
organizations. Please refer to Attachment A, Agency Recommendation List. Community
Services Grant funds have been budgeted in account number 01-9000-227.
To arrive at their recommendation, the committee reviewed requests for the following
criteria: the extent they addressed a need that demonstrated a clear social benefit to City
residents; demonstrated financial need; and proposed request promoted an identified City
priority social/human need. The selection panel attempted to avoid funding requests which
result in ongoing expenditures from year to year. In addition, the committee recommended
requests which would provide the greatest social service impact for the grant awarded, met
the intent of the grant, and funded expenses for programmatic rather than administrative

expenditures. The review committee also recommends setting aside an emergency reserve
of $39,400 for any unanticipated future requests during the fiscal year.
RECOMMENDATION
City Council approve Community Services Grant Review Committee's recommended list of
agencies and corresponding grant amount for Community Services Grant program funding
for Fiscal Year 1994-95 and direct staff to execute agreements with agencies for funding.
