Nisicl UNFINISHED BUSINESS DATE: May 23, 1995 SUBJECT: COMMUNITY STRATEGIC PLAN - ACTION ITEM #1 - NEW ROAD DEPARTMENT: Community Development This item was continued from the April 25, 1995 City Council Meeting. At the meeting, Council received staffs report and heard public testimony from approximately 14 people. There are a number of people who were unable to testify, and therefore the item was continued to May.2 3, 1995. The following is in response to the issues that were raised in the public testimony during the April 25 meeting: 1. Issue: Removal of Landscape Median - There are no plans to remove any of the landscaping along the existing portion of Wiley Canyon Road, 2. Issue: Removal of Existing Bike Lanes - There are no plans with the current proposal to remove any of the bike lanes along Wiley Canyon Road. 3. Issue:: Restriping of Wiley Canyon from Four Lanes to Six Lanes - There are no current plans to restripe Wiley Canyon from four to six lanes. Wiley Canyon Road is designated in the General Plan as a major arterial and as such would be six lanes in the future. 4. Issue: Safety Concerns - As part of development of the project, staff will review the existing roadway and propose any improvements which may be necessary. As part of the October 8, 1994 Community Strategic Plan, the participants identified the "lack of adequate" roadways throughout the Valley as a major concern. The focus was centered on east/west circulation, but there was an overall desire to construct new roadway links. In order to meet the goals outlined in the plan regarding new roadways, staff used public input to develop a list of roadway links and evaluation criteria to identify the first new roadway segment the City should consider for construction since incorporation. Identification of the roadway segment is the first step in constructing a new roadway. The goal through this process has been to construct the roadway link which benefits overall City-wide circulation the most. This effort would be a step towards the implementation of thePity's General Plan. ono t Agenda Item: �pPROW N ere COMMUNITY STRATEGIC PLAN ACTION ITEM #1- NEW ROAD May 23, 1995 - Page 2 The City Council was first presented a preliminary list of roadway links and evaluation criteria at the meeting of February 14, 1995, at which time additional roadway segments where added to the list. In addition, the evaluation criteria drafted by staff was reviewed, and additional input and direction was given by Council. Following the Council meeting, the Citizens Transportation Advisory Committee (CTAC) reviewed and provided input on the roadway links and evaluation criteria. The attached matrix entitled "Roadway Comparative Analysis," Exhibit A, and the criteria sheet entitled "Rating Criteria and Benefits," Exhibit B, are a result of the input from the various meetings in which circulation was discussed. From this input; staff evaluated nine roadway segments identified by the Council, the public and CTAC. As part of the process to evaluate public support for the construction of a new roadway, staff presented the above information to the Chamber Transportation Committee and the Valencia Industrial Association (VIA). The Chamber Transportation Committee supported the findings of the matrix 11 in favor and 1 against. VIA did not take a vote for a particular roadway but indicated support of the process and construction of a new roadway. In addition to the review by VIA and the Chamber's Transportation Committee, CTAC supported the findings of the evaluation 4 to 1. The one dissenting vote at CTAC was for the Magic/Princessa connection. Subsequent to the CTAC meeting the members not present at the meeting supported the Via Princessa/Wiley Canyon option. At the April 4, 1995 Study Session, Council reviewed and discussed the final list of roadway segments and evaluation criteria. At the meeting staff was directed to return to this meeting with more specific information on the two highest ranked roadway segments. The attached Exhibits D and E are fact sheets for the two specific roadway segments which address Council concerns raised at the Study Session. FINANCIAL ANALYSIS Once the roadway segment is identified, staff will identify and evaluate possible funding sources for construction of the new roadway(s) for incorporation into the Capital Improvement budget process. These include but are not limited to various State Programs, Federal Programs and local funds both private and public. Staff will return at a later date to address funding options for the new roadway. PUBLIC PARTICIPATION MEETING On May 17, 1995, the City staff met with 14 representatives from the various organizations and neighborhood groups to solicit additional input regarding this very important issue facing our community:. the need to build a new road. All the representatives concurred with the need to build a new roadway link in our City to facilitate our traffic circulation. The opponents of the Wiley Canyon/Via Princessa connection were mainly concerned if this connection were to be the first new link in the City. In general, however, the majority of the attendees agreed that the COMMUNITY STRATEGIC PLAN ACTION ITEM #1 - NEW ROAD May 23, 1995 - Page 3 connection would be needed to provide a balanced circulation pattern in the City and disperse traffic volumes as a way to improve Citywide circulation. Some of the other major comments that were raised at the meeting and are relevant to this current issue included:. 1. City Council's condition on Porta Bella to completely clean up the site before any roadway improvements are constructed, may not allow the construction of either Magic Mountain Parkway or Via Princessa for several years. 2. Traffic impacts and improvements to Wiley Canyon Road south of Lyons Avenue should be addressed as a part of the Wiley/Via Princessa roadway connection. Such improvements might include the need for signals, sidewalks, as well as the ultimate need to widen the roadway.. 3. Improvements or construction of other roads such as Lyons Avenue Extension, Newhall Ranch Road, Magic Mountain Parkway, and Copper Hill Road should also be pursued. RECOMMENDED ACTION Based on the additional input received at the public participation meeting with the neighborhood groups, staff recommends that the City Council: 1. Receive additional public testimony. 2. Proceed with the extension of Magic Mountain Parkway/Via Princessa alternative as also supported by the Porta Bella project. In addition, pursue the improvement or extension of other links in the north including Magic Mountain Parkway west of McBean Parkway, Newhall Ranch Road east of Bouquet Canyon Road, and Copper Hill Road west of Seco Canyon Road. 3. Direct staff to return with an alignment and list of funding options for the Magic Mountain Parkway/Via Princessa connection alternative for Council consideration in the Fall. 4. Re-examine the need for the southern terminus of Rio Vista or Lyons Avenue Extension. As a part of this process, reconsider the connection of this extension to the Placerita Canyon Road interchange. 5. Allow Beazer Corporation to fulfill its obligation to support the circulation needs of the existing Circle J Development as well as its proposed development. 6. Proceed with the construction of Via Princessa from its eastern terminus to Magic Mountain Parkway as development warrants. 7. Continue to work on the completion of full roadway improvements to Wiley Canyon Road south of Lyons Avenue. Roadway construction cost: $18,000,000 Bridge construction cost: $14,000,000 • Total Length: 3.75 miles • Bridge and Major Thoroughfare District Improvements within the district include bridge over San Fernando and roadway from bridge to Rio Vista. EXHIBIT E City of Santa Clarita Community Strategic Plan - Action Item # 1 - New Road • Roadway: Via Princessa/Wiley Canyon Includes full width grading and two lanes in each direction. • Total Estimated Construction Cost: $22,000,000 Roadway construction cost: $12,500,000 Bridge construction cost: $ 9,500,000 (Bridge over the South Fork of the Santa Clara) • Total Length: 3 miles • Bridge and Major Thoroughfare District Improvements within district include bridge over San Fernando (Wiley Canyon Bridge) and roadway from existing Via Princessa to Golden Valley. • At -Grade Crossing of Via Princessa with San Fernando Road An at -grade crossing of Via Princessa and San Fernando Road is not feasible in the current configuration considering the existing portions of Via Princessa within the Circle J Community. There is a significant difference in grade between the existing railroad tracks and San Fernando Road which precludes an at -grade crossing. In addition, it is anticipated there would be significant traffic delays due to an at -grade crossing with the railroad tracks. An additional issue regarding a new at -grade crossing would be current Public Utility Commission Policy of not allowing new at -grade railroad crossings.
