Nisic�r NEW BUSINESS DATE: February 14, 1995 SUBJECT: COMMUNITY STRATEGIC PLAN - ACTION ITEM #1 - NEW ROAD DEPARTMENT: Community Development DESCRIPTION OF ITEM As part of the October 8, 1994 Community Strategic Plan, the participants identified the "lack of adequate" roadways throughout the Valley as a major concern. The focus was centered on east/west circulation, but there was an overall desire to construct new roadway links. In order to meet the goals outlined in the plan regarding new roadways, staff has developed a public participation plan to maximize public input regarding options to be reviewed and studied. This is the first step in identifying a new roadway which will serve the community and improve circulation Valleywide. The preliminary list outlined below has been assembled from past public meetings in which information was presented to the City Council, Planning Commission and the Citizens Transportation Advisory Committee. Possible roadway links: • Via Princessa from Rainbow Glen Drive to Wiley Canyon Drive • Santa Clarita Parkway from Bouquet Canyon Road to Soledad Canyon Road • Santa Clarita Parkway south • Newhall Ranch Road east and west of Bouquet Canyon Road • Lyons Avenue extension between San Fernando Road and Dockweiler Drive • Golden Valley Road north or south of Soledad Canyon Road Once the list has been established based upon input from the City Council and the public, the various links will be evaluated: The factors which will be used in evaluating the options will include: • Funding/financing considerations. • Applicability of CEQA review. • Potential need for General Plan Amendment. • Immediate traffic circulation benefit. FINANCIAL ANALYSIS As part of the process, staff will evaluate, review and identify possible funding sources/mechanism for construction of the new roadway(s). RECOMMENDED ACTION Review preliminary list of roadway segments and evaluation criteria, and provide additional input as necessary. Direct staff to hold a public participation meeting with the Citizens Transportation Advisory Committee and return to Council at the second meeting in March with a recommendation of the best roadway that meets the criteria.
