NEW BUSINESS
DATE: May 23, 1995
SUBJECT: Appointment of Council Member to Los Angeles County Solid Waste
Committee
DEPARTMENT: Public Works
Council Member Boyer requested that staff investigate how the City could go about appointing
a representative to the Los Angeles County Solid Waste Management Committee/ Integrated
Waste Management Task Force Membership.
Staff has contacted Los Angeles County Public Works Director Harry W. Stone, who serves as
the Chairperson of the Los Angeles County Solid Waste Management Committee/Integrated
Waste Management Task Force in order to provide a response to Councilmember Boyers'
request. According to Mr. Stone, there are two vacant alternative seats which the committee
must fill. These two vacant seats are currently held by the Los Angeles Division of the
League of California Cities, whom as an agency will determine how these appointments to the
committee will be filled.
Should the City Council choose to pursue an appointment to the Los Angeles County Solid
Waste Committee/Integrated Waste Management Task Force, it would be appropriate for the
Mayor to recommend a member of the Council for such an appointment and direct staff to
draft letter to the League of California Cities requesting their consideration for such an
appointment.
The Los Angeles County Solid Waste Management Committee/Integrated Waste Management
Task Force was formed in 1981 and designated by the Los Angeles County Board of
Supervisors as the Integrated Waste Management Task Force in 1991 in response to the
requirements of Assembly Bill 939. This committee is made up of seventeen members
representing various agencies and is responsible for the following:
1) Taking appropriate action to implement the programs delineated in the Los Angeles
County Solid Waste Management Plan.
APPROVED r glill:_a.
2) Review proposed Solid Waste Management Facilities for conformance with the County
Solid Waste Management Plan.
3) Form advisory subcommittees to perform special studies and investigations.
4) Oversee the management of solid waste on a Countywide basis; coordinate all cities and
County's efforts in planning developing and implementing programs mandated by
Assembly Bill 939.
Should the City Council decide to pursue this opportunity concerning the appointment of a
representative to this committee, Public Works staff stands ready to draft a letter to the League
of California Cities requesting their consideration in this matter.
That City Council receive staff's report and provide direction as to how they wish to proceed
in this matter.
