SUBJECT: Community Facilities District for County Public Library

On August 3, 1995, City staff attended an informational meeting on the 1995/96 County Library
District Budget and Community Facilities District (CFD) for library services. City staff received
a briefing on the status of funding to the libraries in 1995/96.
With the adoption of the County budget for 1995/96, the County Library was left with a budget
reduction of 27% from that normally required to deliver full service to libraries. Although
closure of 12 libraries was averted, sufficient funding to maintain current service levels is not
available. These reductions have impacted the books and materials budget, which will remain
severely reduced.
Establishing a permanent source of annual revenue to replace reduced funding remains a critical
need. To address the need, the Los Angeles County Board of Supervisors have initiated
proceedings for the implementation of CFD in 1995!96..
As you are aware, in 1994 Santa Clarita City Council approved the City's participation in the
CFD. The CFD was established but no assessment fee was levied. On September 14, 1995 the
County Board of Supervisors will conduct a public hearing on the CFD to set the amount of the
benefit charge and to approve the levy of the charge on the regular 1995 property tax bills for
properties included in the CFD.
According to library staff, the benefit charge being considered is $21 for single family household,
a decrease of $7.50 from 1994/95. Benefit charge for various land use is not yet available but
is based on last year's formula. Cities not yet participating still have an opportunity to be
annexed into the CFD. For those participating, such as the City of Santa Clarita, no further
action is required by the City Council unless a City does not want to be included in the levy of
charges of the CFD. In such cases, City Council must take formal action by sending a letter
requesting that the City 11-ot be included in the levy of the benefit charge for 1995/96. Presently,
the CFD includes 16 out of a possible 87 cities and the unincorporated areas of the County

served by the County Public Library. As of now, 5 of 16 cities will not be participating. These
include Carson, Lomita, La Canada, Los Virgenes, and Lancaster.
For a participating City, the CFD is a financing option that will generate additional ongoing
revenue and will be used only to benefit the libraries serving communities where the property
owners are paying the charge. Therefore, the supplemental funding provided by the CFD
revenue will be in addition to other revenues available in the County Library's 1995-96 budget.
For the City of Santa Clarita, the additional revenue raised will provide additional service hours
at all of our libraries and provide service enhancement funds of approximately $280,000 for
materials and technology needs. Since the City of Santa Clarita is included in the CFD and no
further City Council action is required for the City's participation, it is staffs recommendation
that the Council take no action. Please refer to the enclosed attachments which provide service
hours for libraries with and without the City's participation in the CFD.
ECOMMENDATI
City Countil to support staff recommendation to file no action with the County of Los Angeles
Board of Supervisors.

ANNEXATION TO COMMUNITY FACILITIES DISTRICT
AND 1995-96 CHARGES FOR LIBRARY SERVICES
Proposal
The County Public Library has submitted a proposal to the Board of Supervisors to annex cities
to Community Facilities District No. 8 (CFD) and to collect charges in the CFD to provide
supplemental financing for library services. This proposal is authorized under the Mello -Roos
Community Facilities Act of 1982. If approved by the Board of Supervisors, this will result in the
levy of benefit charges which will appear on the regular property tax bill for property located within
the district boundaries including any annexed cities.
Background
As a result of the State's budget crisis, the County Library has suffered severe service reductions
over the past three years, including the permanent closure of 10 libraries, the layoff of employees,
reductions in the purchase of books and other library materials, and reductions in the number of
hours open. The County of Los Angeles Public Library was the most severely impacted library
jurisdiction in the entire state, losing 50 per cent of its property tax, the primary source of its
ongoing revenue. Service levels were restored late in 1994 due to one-time assistance from the
County General Fund approved by the Board of Supervisors. Due to the budget crisis facing
other county services, funds are not available to continue this level of assistance for 1995-96.
The 1995-96 adopted County Budget does not provide full funding to maintain current service
levels, and will require further reductions in service, including reduced service hours and
programs, reduced purchasing of library books and materials, and reduced facility maintenance.
Community Facilities District (CFD)
In 1994 the County Board of Supervisors established a community facilities district (CFD),
following a formal public hearing, to provide supplemental financing for library services. The
Mello -Roos Community Facilities Act of 1982 specifically authorizes the County to establish a
community facilities district (CFD) to finance library services and facilities, and to fix and collect
charges fora CFD. Such charges maybe apportioned based on the estimated benefits from the
services to be received by each parcel in the district. The supplemental funding provided by the
CFD would enable the County Library to maintain service levels which have been eroded over
prior fiscal years as a result of state property tax shifts.
Levying Benefit Charges
It is anticipated that the Board of Supervisors will conduct a public hearing on September 14,
1995 to consider levying benefit charges which will appear on the regular property tax bill for
property located within the district boundaries. The County Public Library will file a report
describing the amount of the proposed charges for each parcel within the CFD boundaries prior
to the public hearing. At the hearing the proposed charges may be modified but not increased.
At the conclusion of the hearing, the Board may adopt the proposed charges by resolution.
Extended Library Services
The County Library estimates that the CFD would provide supplemental funding sufficient to
maintain service levels in those areas within the CFD, and is requesting that the Board approve
the CFD benefit charge to take effect for the 1995-96 fiscal year. If the Board approves the
benefit charge, it will be placed on the tax roll for 1995-96, and would appear on the November,
1995 tax bill received by property owners in the CFD. Service levels for cities choosing not to
be included in the CFD will be financed by other Library revenues, and will necessarily be at a
lower level than in those cities included in the CFD. No CFD charges may be used to provide
library services to areas outside the CFD.
Inclusion of Additional Cities in the CFD
The County may not form a CFD within the boundaries of a city without the consent of the city.
As presently constituted, the CFD includes 16 cities and the unincorporated areas served by the
County Public Library. Cities not presently included in the CFD will have the opportunity to be
annexed and included in the CFD in 1995-96 if they choose to do so. On August 15, 1995 the
Board of Supervisors will be asked to set a public hearing for September 14, 1995 to consider
annexing additional cities to the CFD. In order to be annexed, a city served by the County Library
must give consent to be included in the CFD. Such city approvals must be submitted to the
County by the date of the Board's public hearing on annexation. A city which does not provide
consent may not be included in the CFD, and will not benefit from the extended library services
provided in and financed by the CFD. Should the Board of Supervisors approve the levy of a
benefit charge for 1995-96, participation in the CFD will generate additional ongoing revenue
which will be used only to benefit those libraries serving communities where the property owners
are paying the charge. The supplemental funding provided by the CFD revenue will be in addition
to other revenues available in the County Public Library's 1995-96 budget.
