HomeMy WebLinkAbout1995-11-14 - AGENDA REPORTS - DISASTER RELIEF FUNDING (2)AGENDA REPORT CONSENT CALENDAR DATE: November 14, 1995 City Manager Appro% Item to be presented Michael K Haviland SUBJECT: AUTHORIZING THE CITY'S SUBMITTAL OF AN APPLICATION TO THE CALIFORNIA STATE DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT FOR DISASTER RELIEF FUNDING - RESOLUTION 95-130 DEPARTMENT: Community Development BACKGROUND Immediately after the January 1994 earthquake, the U.S. Congress enacted the Emergency Supplemental Appropriations Act of 1994 (Public Law 103-211). This was done in response to the devastation caused by the emergency and the continuing recovery needs which resulted from the 1993 Midwest floods. In addition to appropriating Community Development Block Grant funds to Southern California, the Act provided the California State Department of Housing and Community Development (HCD) with $7,885,950, made available for distribution to earthquake affected cities within Los Angeles and Ventura counties under the Home Investment Partnerships Program (HOME). Last year, HCD distributed these funds to affected cities on a competitive basis, Santa Clarita received a $1,500,000 award of HOME disaster relief funds, which was the maximum award. HCD did not award all of the funds it had available, and has recently issued a notice indicating that remaining funds are available for distribution, again, on a competitive basis, to affected cities. Santa Clarita is interested in pursuing these additional funds. HOME disaster relief funds may be used only for rehabilitation or reconstruction of owner - occupied earthquake damaged housing units. Assistance may be provided to low income households only. Using HOME funds, a residential rehabilitation loan program is in process, and allows the City to assist low income home owners in repairing their residences. By providing a loan program, the City will be able to recycle these funds in the community. Staff anticipates that approximately 70 households will be assisted with funds made available in the first award. The current funds for which the City is applying should assist approximately 60 home owners, should the City receive the full award. Approve Resolution 95-130, authorizing the City's submittal of an application to the California State Department of Housing and Community Development for HOME Investment Partnerships Program (HOME) for Disaster Relief funding. 2. Direct staff to submit the City's application to the California State Department of Housing and Community Development. ATTACHMENTS Resolution 95-130 111495.agn RESOLUTION NO. 95-130 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, AUTHORIZING SUBMITTAL OF AN APPLICATION TO THE CALIFORNIA STATE DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT FOR DISASTER RELIEF FUNDING UNDER THE HOME INVESTMENT PARTNERSHIPS PROGRAM; THE EXECUTION OF A STANDARD AGREEMENT IF SELECTED FOR SUCH FUNDING AND ANY AMENDMENTS THERETO; AND ANY RELATED DOCUMENTS NECESSARY TO PARTICIPATE IN THE HOME INVESTMENT PARTNERSHIPS PROGRAM FOR DISASTER RELIEF WHEREAS, The City of Santa Clarita, a political subdivision of the State of California, wishes to apply for and receive an allocation of funds through the HOME Investment Partnerships Program for disaster relief (hereinafter referred to as "HOME disaster relief'); and WHEREAS, the California Department of Housing and Community Development (hereinafter referred to as the "Department") has issued a Notice of Funding Availability for the HOME disaster relief program and is authorized to approve funding allocations which will be made available directly through the U.S. Department of Housing and Urban Development (HUD) to be used for the purposes set forth in Title II of the Cranston -Gonzalez National Affordable Housing Act of 1990, the implementing regulations set forth in Title 24 of the Code of Federal Regulations, part 92, and Title 25 of the California Code of Regulations commencing with section 8200; and WHEREAS, The City of Santa Clarita wishes to submit an application to obtain from the Department an allocation of HOME disaster relief funds. NOW, THEREFORE THE CITY COUNCIL OF THE CITY" OF SANTA CLARITA DOES RESOLVE that the City of Santa Clarita shall submit to the Department an application to participate in the HOME disaster relief program in response to the NOFA issued on September 29, 1995 which will request a funding allocation for the following activities: Loans for rehabilitation and reconstruction activities for earthquake damaged rental housing units located in the City of Santa Clarita. SECTION 1 -If the application for funding is approved, the City of Santa Clarita hereby agrees to use the HOME disaster relief funds for eligible activities in the manner presented in the application as approved by the Department and in accordance with regulations cited above. It may also execute any and all other instruments necessary or required by the Department or HUD for participation in the HOME disaster relief program. SECTION 2 -The City of Santa Clarita authorizes the City Manager or Assistant City Manager to execute in the name of the City of Santa Clarita, the application, the Standard Agreement, and all other documents required by the Department or HUD for participation in the HOME disaster relief program, and any amendments thereto.
