SUBJECT: Award Contract for Earthquake Repairs of Two City Pools -
Project No, PR 95-039
DEPARTMENT: Parks, Recreation, and Community Services
The Parks, Recreation, and Community Services Department recently accepted bids for the
earthquake repairs of three City pools, project no. PR 95-039. The project consists of plumbing,
tile, coping, concrete, pool shell, and cosmetic repairs of Newhall, Santa Clarita, and North Oaks
Park pools. The bids were opened on Tuesday, February 28, 1995,
Currently, Newhall Park pool is completely out of service and Santa Clarita Park pool is
operational but has a major water leak. North Oaks Park pool is fully operational with the
exception of needed cosmetic work of the deck and shell.
All three pools were bid on; however, staff is recommending to award bid on only Santa Clarita
Park and Newhall Park pools at this time. Should any delays in construction occur while all
three pools were being worked on, it would have a serious impact on our aquatics programs.
North Oaks Park pool would remain operational during the repair period of Santa Clarita and
Newhall Park pools, giving residents access to a City pool during the upcoming busy aquatics
season.
Base bids for both Newhall and Santa Clarita Park pools were bid on obvious visual damage,
such as concrete deck repairs, cracks in pool shell, etc. Unknown repairs, such as water leaks
on both pools, will be dealt with on a test and repair basis. Therefore, bids were submitted in
two parts: (1) base bid for known repairs, and (2) unit cost for the repair of unknown items.
Project no. PR 95-039 was advertised for public bids. Thirteen bid packages were distributed
and included two local contractors. Five bid proposals were submitted for the project. The bid
results are as follows:

After completing review of all bids, background references, and bonding companies, staff has
determined California Commercial Pools to be the lowest responsible bidder for the earthquake
repairs of Santa Clarita and Newhall Park pools.
Funding in the amount of $157,140.00 for Santa Clarita and Newhall park pool projects will be
allocated from several accounts per the below listed recommendations.
RECOMMENDATION
1. The City Council approve total estimated FEMA revenues of $157,140.00 to be reflected
in account no. 90-3596.
2. The City Council appropriate a total of $157,140.00 for earthquake -related expenditures
for Newhall Park 'pool and Santa Clarita Park pool, to be reflected in account
nos. 90-79977-227 ($121,500.00) and 90-79978-227 ($35,640.00)..
The City Council award the California Commercial Pools contract for earthquake repairs
for Santa Clarita and Newhall Park pools in the total amount of $157,140.00, comprised
of; (a) base bid amount of $99,600.00, plus (b) $31,350.00 for unit price cost of unspecified
repairs such as pool leak test and repairs at both parks, and (c) $26,190.00 to be reserved
for change orders. Authorize the City Manager or his designate to approve change orders.
