Nisich \U' X V( SUBJECT: EMERGENCY STREET RESTORATION WORK (ER 2601-023) SOLEDAD CANYON ROAD FROM LANGSIDE AVENUE TO SIERRA HIGHWAY - PROJECT NO. 95-906 (AWARD) DEPARTMENT: Community Development On February 28, 1995, Council authorized the advertisement of the subject project. Bids were received, and Caltrans has concurred with our recommendation to award this project for the restoration of the segment of Soledad Canyon Road from Langside Avenue to Sierra Highway. The contract documents required bids for the following: Alternative A - Asphalt -Rubber Hot Mix (ARHM) Alternative B - Asphalt Concrete with pavement fabric Option 1 - Painted Lane Line Striping Option 2 - Painted Lane Line Striping and Raised Pavement Markers On March 23, 1995, three bids were received by the City Clerk. The lowest bid was submitted for Alternative A, Option 2, consisting of asphalt -rubber hot mix utilizing recycled materials and a combination of painted stripes and raised pavement markers. The following is a summary of the bid results: Company Southern Pacific Milling Company Granite Construction J & H Engineering Location Oxnard, CA Palmdale, CA Camarillo, CA Bid Amount $480,614.69 $508,405.88 $607,118.00 Agenda Item:__ PROJECT NO.. 95-906 (AWARD) May 9, 1995 - Page 2 The engineer's estimate for this alternative is $555,480. It is expected that total project costs, including preliminary engineering, construction contingency and inspection costs will not exceed $691,000. Account No. 90-89999-227 has been established to track all costs associated with this project. The amount of $595,821 has been budgeted in Fiscal Year `94-'95. This project is partially funded by the Federal Highway Administration (FHWA) in connection with the earthquake rehabilitation of streets, damaged due to extreme wear and tear when used as part of Caltrans official detour route. The Federal participation is 88.53% of the total project cost. RECOMMENDATION 1. Award the contract to Southern Pacific Milling Company in the amount of $480,614.69, and allow a 15% contingency of $72,092. 2. Appropriate an additional expenditure of $15,921 in Account No. 90-89999-227 to be funded by FHWA grant monies, and increase estimated revenues in Account No. 90-3598 for an equal amount. 3. Appropriate City matching funds in Account No. 90-89999-227 in the amount of $79,258 (11.47% of total project cost) to be funded from PFA fund balance Account No. 28-2600. MHF:hds wun©1 %pr95-906 mhf
