Nisic dkn UNFINISHED BUSINESS IVA DATE: May 9, 1995 SUBJECT: EMERGENCY STREET RESTORATION WORK PLACERITA CANYON ROAD - SIERRA HIGHWAY/12TH STREET PROJECT NO. 95-905 (ACCEPTANCE) DEPARTMENT: Community Development BACKGROUND Following the Northridge earthquake, Caltrans, out of necessity, detoured southbound Antelope Valley Freeway traffic off at Placerita Canyon Road to route traffic southerly onto Sierra Highway to bypass the damaged freeway structures on SR -14 and I-5. There were some drivers that chose to use Placerita Canyon Road to continue towards their destination. As a result, Placerita Canyon Road experienced undue wear on the roadway. The intent of the City becoming involved was to help the area residents with repair work. The City, on behalf of the area residents, approached the Federal Emergency Management Administration (FEMA) for funding of improvements. However, FEMA only approved funding for some minor roadway repair of the roadway. The Contractor, Asphalt Maintenance Company, Visalia, California has completed the work on Project No. 95-905, Placenta Canyon Road from Sierra Highway to 12th Street. This project was completed on December 2, 1994, for a total cost of $65,872.84. Based upon the FEMA approval, the work which was performed would not have resulted in a significantly improved roadway (pothole patching, chip sealing and possible slurry). We always expected the roadway would still suffer from potholes, but the extreme weather in January accelerated this process and potholes quickly appeared which were repaired by the City while we evaluated the quality of the contractor's work. As a result, several residents have requested the City perform additional repairs to the roadway. In response to the residents' concerns, Mayor Darcy and staff from Community Development met with representatives of area residents and indicated the City would review possible additional funding. A recent letter from the Placerita Canyon Property Owners Association President was a follow-up to the above concerns. EMERGENCY STREET RESTORATION WORK May 9, 1995 - Page 2 In response to the meeting, staff approached FEMA for additional funding and was denied. In addition, staff reviewed other possible funding sources where we currently have money available and determined that the work on private property is not an eligible expense. This is due to the requirements in the law which prohibits the City from spending public money on private property. Staff is concerned that additional pothole type repairs will not perform to the expectations of the area residents and recommends against any repairs which would not include an overlay of the entire street. If there is a desire to fund additional repair work, it is estimated a minimum of $100,000 is needed to satisfactorily repair the private road portion. RECOMMENDATION 1. Accept the work performed by Asphalt Maintenance Company, and direct the City Clerk to file the attached Notice of Completion for the project. 2. Direct staff to release the five percent retention 35 days after the Notice of Completion is recorded, provided no stop notices, as provided by law, have been filed. The contract for furnishing of all plant, labor, services, materials and equipment and all utilities and transportation, including power, fuel and water, and performing all work necessary to construct and complete, in a good and workmanlike manner in strict accordance with the specifications, plans, and drawings therefore on file in the office of the City Clerk of the City of Santa Clarita, for the construction, installation, and completion of the above described public improvement and' work, was heretofore made and entered into with Asphalt Maintenance Company, Visalia, California on the 27th day of October 1994 and filed for record in the office of the City Clerk of the City of Santa Clarita; that the work upon said public improvement was actually completed on the 2nd day of December 1994 and that the Director of Community Development has notified the City Council that she has made and completed a final inspection of the materials furnished and installed and the work performed in the construction, installation and completion of said public improvement hereinabove more particularly described and set forth in, and has certified in writing to the City Council that all of the provisions of the contract and contract documents for the furnishing of all plant, labor, services, materials, and equipment, and the performing of all work necessary for the construction, installation and completion of said public improvement above described have been fully complied with to her satisfaction as required by the contract documents; that final acceptance of the construction, installation and completion of said public improvement above described was made on the 2nd day of December 1994 that the nature of the title to said property improvement in fee except for the right-of-way upon which it is constructed, and that it owns a portion of an easement upon, over and along said right-of-way for the purpose of the construction, installation, and completion of said public improvement hereinabove referred to and on which said public improvement is situated is described as follows: PLACERITA CANYON ROAD PROJECT NO. 95-905 PROJECT NO. 95-905 May 9, 1995 - Page 2 NAME OF SURETY ON MATERIAL AND LABOR BOND: Continental Insurance Company 50 Fremont Street San Francisco, CA 94105 DATED this day of 19 Jo Anne Darcy, Mayor City of Santa Clarita STATE OF CALIFORNIA COUNTY OF LOS ANGELES j § CITY OF SANTA CLARITA I certify or declare that under penalty of perjury that the foregoing is true and correct.
