Murphy 1_, CONSENT CALENDAR DATE: February 28, 1995 SUBJECT: Federal Legislation: 5393 and H.R.924 DEPARTMENT:, Management Services United States Senator Barbara Boxer and Representative Howard P. 'Buck" McKeon have both introduced legislation to prohibit the conveyance of Angeles National Forest lands out of federal ownership for use as a solid waste landfill. The two companion measures, 5.393 and H.R.924, are a reintroduction of similar legislation sponsored by Representative McKeon, which was not acted upon by the 103rd Congress. Mr. McKeon has developed a broad base of bi-partisan support for this session's legislative efforts, including securing Mrs. Boxer's commitment for legislation in the United States Senate, Both Representative McKeon and Senator Boxer have been strong opponents of the Elsmere Canyon landfill project. Representative McKeon has requested that the City actively join in the coalition of support which he is developing for the legislation. Active support could include, but not be limited to, written communication with Members of Congress and appropriate congressional committees, testimony by Council Members before committees considering the bills, and retention of a professional Washington D.C. based legislative advocacy firm. On February 1, 1995, the City Council Legislative Committee conceptually supported the legislation, as actual bill language was not available at that time.
