BACKGROUND
The majority of funding for the buses for the City's transit system comes from the federal source
known as Section 9 (of the Urban Mass Transportation Act of 1964, as amended). On
December 14, 1993, the Council initially authorized the. City Manager to apply for an
appropriation from the Federal Transit Administration in the 1994 funding cycle. It is now time
to apply for the 1996 cycle. The grant amount is $534,965 and will be augmented by alocal
match of $274,708 from Proposition A funds, and $66,327 as Los Angeles County's contribution
to bus capital. Funds appropriated through these sources will be used to finance the bond debt for
the City's 29 transit and commuter buses that are dependent upon federal funding. Use of these
funding sources enable the financing of the buses so that no general fund money is needed.
In addition, City staff was successful in acquiring LACMTA approval for $280,000 in Section 9
funds to complete the upgrading of the City's bus maintenance facility, located at the Field
Services Yard. That amount will be augmented by alocal match of $70,000 from Proposition A
funds. Funds appropriated through these sources will be used to construct an automated bus wash
system, fuel tanks and pumps, and farebox collection system.
The bus bond project to be funded by this application is included in the City's Short Range
Transportation Plan (SRTP). The SRTP has been approved by the Southern California Association
of Governments (SCAG) as part of its program of projects and Regional Transportation
Improvement Program (RTIP).

A RESOLUTION OF THE CITY OF SANTA CLARITA, CALIFORNIA
AUTHORIZING THE CITY MANAGER TO
SUBMIT AN APPLICATION FOR
TRANSIT FUNDS FOR THE 1996 ALLOCATION
IN ACCORDANCE WITH SECTION 9 OF
THE URBAN MASS TRANSPORTATION ACT OF 1964, AS AMENDED
WHEREAS, the Urban Mass Transportation Act of 1964, as amended, provides funding for
a variety of transportation projects, and
WHEREAS, on February 23, 1993, the City Council adopted Resolution No. 93-19, a one
time resolution authorizing the City Manager to execute and file on the City's behalf, all future
applications for funds under the Urban Mass Transportation Act of 1964, as amended, and
WHEREAS, on March 8, September 28, and December 22, 1993, applications were filed
with the Federal Transit Administration for Section 9 funds.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA
does resolve as follows:
SECTION 1 On December 12, 1995, the City Council approves the proposed 1996
application to the Federal Transit Administration for Section 9 funding and authorizes the City
Manager to execute and submit the application on behalf of the City.
SECTION 2 The City Clerk shall certify the adoption of this resolution.
