BACKGROUND
At the meeting of February 28, 1995, the City Council endorsed federal legislation, H.R. 924 and S.
393, prohibiting conveyance of Angeles National Forest lands out of federal ownership for use as a
solid waste landfill. The Council also directed staff to evaluate other means for supporting the bills,
including retention of federal lobbyists.
In an effort to maximize support for the legislation, it is appropriate that Santa Clarita retain a
Washington, D.C. based legislative advocacy firm The City staff, in consultation with Representative
McKeon and public affairs consultant Bill Hussey, discussed a number of approaches and spoke to
representatives of approximately 10 legislative advocacy firms. Based upon these conversations, the
following approach has been developed and is recommended for adoption by the Council.
The City should continue to utilize the federal lobbying services of Jerry M. Patterson, a partner with
Burke, Williams and Sorensen and a former Member of Congress. Mr. Patterson has previously been
retained by the City to advocate the City's position on issues of federal interest. Mr. Patterson should
continue to be utilized on an individual contact basis. His fee will be maximum of $4,000.
To ensure an immediate ability to be responsive to changing dynamics in Washington, the staff also
recommends the retention of John O'Donnell of Murray, Scheer and Montgomery. Mr. O'Donnell
has previously worked at the National Center for Municipal Development and has extensive
experience working with municipal governments and environmental issues; Mr. O'Donnell's fee will
be a maximum of $3,000 per month.

The legislation could be considered in the appropriate subcommittees as quickly as late April. The
duration of the time for lobbyist services will be from April 1, 1995 through October 31, 1995, the
anticipated duration of the first session of the 104th Congress. Therefore, the maximum combined
total will be $25,000.
The total appropriation for the remainder of Fiscal Year 1994/95 is $13,000. The funding source for
this expenditure should be a transfer from the Contingency Reserve Account 01-4101-290 to the
Elsmere Account 01-6600-230. The $12,000 appropriation for Fiscal Year 1995/96 shall be
incorporated into the budget process.
RECOMMENDATION
Authorize the City Manager to approve federal lobbying activities related to S. 393 and H.R. 924 of
Mr. Jerry M. Patterson of Burke, Williams and Sorensen under existing agreement. Authorize the
City Manager to execute a contract retaining the federal advocacy services of Mr. John O'Donnell
of Murray, Scheer and Montgomery.
Authorize the transfer of $13,000 from Contingency Reserve Account. 01-4102-290 to Elsmere
Account 01-6600-230.

BIOGRAPHY OF
JERRY M.PATTERSON
Former Congressman Jerry M. Patterson is a member of the law firm of Burke,
Williams & Sorensen. Mr. Patterson specializes in public law, and legislative and regulatory
advocacy. Burke, Williams & Sorensen has offices in Los Angeles, Orange, Ventura and
Fresno Counties in California.
Jerry Patterson is City Attorney for the Cities of Dana Point and Lake Forest. He
has also acted as Special Counsel for Huntington Beach, Santa Ana, Bell, Alhambra and
other cities on legislative matters.
Congressman Patterson served in the U.S. House of Representatives representing the
38th District of California from 1975 to 1985. As a senior Member of the House of
Representatives' Committee on Banking, Finance and Urban Affairs, he worked on virtually
every piece of urban affairs legislation for ten years and authored many amendments. Mr.
Patterson also was a senior Member on the Committee on Interior and Insular Affairs where
he worked on environmental legislation and served on the Water and Power Subcommittee.
Mr. Patterson chaired the House Subcommittee on International Development during
the first four years of the Reagan Administration. Mr. Patterson worked with key members
of the Treasury Department and White House Staff. He always guided international
legislation through his Subcommittee in a bipartisan fashion and never had a dissenting vote
from any of his subcommittee colleagues.
Mr. Patterson earned his Juris Doctor degree from UCLA Law School in 1966. He
also holds a B.A. degree, majoring in Political Science and Public Administration, from
California State University, Long Beach, and completed 35 units of graduate work in Public
Administration at the University of Southern California.
Jerry Patterson's professional career includes four years of service in the U.S. Coast
Guard, a private law practice in Orange County since 1967, and service as the Placentia City
Attorney between 1972 and 1975. Prior to his election to the 94th Congress, Mr. Patterson
was a City Council Member of Santa Ana for six years and Mayor in 1973 and 1974. He -
also served as Chairman of the Santa Ana Redevelopment Agency. He served as Vice
President of the Orange County League of California Cities and was a member of the
Executive Committee of the Southern California Association of Governments. He is married
to Linda Moulton -Patterson and they have four adult children.

John O'Donnell

John O'Donnell was a principal with the National Center for Municipal Development
from 1980 to 1995. He has been a Washington public affairs and local government
advocate for more than fourteen years.
The primary foci of his advocacy work are surface transportation, environment, water
management, port and airport development, trade and public safety.
Before representing local governments, Mr. O'Donnell worked for local, state and federal
governments in New England, North Carolina, Washington State and Alaska. He
managed the federal relations programs for the Office of Coastal Zone Management in
the National Oceanic and Atmospheric Administration from 1977 until 1980 and served
on a special detail with the Assistant Secretary of Commerce for Economic Development
in 1979 assisting with the development and reauthorization of the National Public Works
and Economic Development Act of 1983. From 1972 until 1977, Mr. O'Donnell was a
consultant at the ACTION Agency. He was a senior trainer for Volt Corporation, a
deputy director of training for Control Systems Research Corporation and the Deputy
Chief of Training for the ACTION Agency in Region X, Seattle, Washington.
Mr. O'Donnell served in the Governor's office in the State of New Hampshire from 1970
to 1972 directing the State's VISTA program after serving as a VISTA Volunteer for more
than two years in North Carolina and Vermont.
Mr. O'Donnell received a Bachelors of Arts in English from Saint Joseph's College in
Rensselaer, Indiana, attended the Graduate School of Public Communications at Boston
University and received a Masters in Public Polity from the University of Washington
in Seattle..
