The Council also directed staff to evaluate other means for supporting the bills, including retention of federal lobbyists. In an effort to maximize support for the legislation, it is appropriate that Santa Clarita retain a Washington, D.C. based legislative advocacy firm The City staff, in consultation with Representative McKeon and public affairs consultant Bill Hussey, discussed a number of approaches and spoke to representatives of approximately 10 legislative advocacy firms. Based upon these conversations, the following approach has been developed and is recommended for adoption by the Council. The City should continue to utilize the federal lobbying services of Jerry M. Patterson, a partner with Burke, Williams and Sorensen and a former Member of Congress. Mr. Patterson has previously been retained by the City to advocate the City's position on issues of federal interest. Mr. Patterson should continue to be utilized on an individual contact basis. His fee will be maximum of $4,000. To ensure an immediate ability to be responsive to changing dynamics in Washington, the staff also recommends the retention of John O'Donnell of Murray, Scheer and Montgomery. Mr. O'Donnell has previously worked at the National Center for Municipal Development and has extensive experience working with municipal governments and environmental issues; Mr. O'Donnell's fee will be a maximum of $3,000 per month.
