DEPARTMENT:- Community Development On July 14, 1992 the City Council held a, public hearing on the above agreement, approved a Negative Declaration, approved Resolution No. 92-152, and introduced Ordinance 92-15. These actions established a cooperative system with the County pertaining to the joint collection of fees for fire protection facilities. In September 1993, the Council adopted the 1993-1994 county established fee of $.1876 per square foot for all construction in accordance with that agreement. A county fee study conducted in April 1995 projects lower construction costs for fire facilities than previously anticipated. As a result of this study, a 21/2% reduction in the fire fee rate to $.1820 per square foot (down from $.1868 the previous fiscal year) for the 94-95 fiscal year, was adopted by the Board of Supervisors on July 13, 1995. To match the County fee, the original City ordinance establishing a cooperative system pertaining to the joint collection of fees for fire facilities (Ordinance No. 92-15) does not have to be amended; however, the existing Resolution No. 92-152 should be amended to reflect the lower fee amount. Council decision 10.Mayor announces decision CITY OF SANTA CLARITA NOTICE OF PUBLIC HEARING INTENTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA TO REDUCE THE DEVELOPER FEE FOR THE BENEFIT OF THE CONSOLIDATED FIRE PROTECTION DISTRICT OF LOS ANGELES COUNTY PUBLIC NOTICE IS HEREBY GIVEN: A public hearing will be held before the City Council of the City of Santa Clarita to consider and receive protests relating to the intention of the Council to reduce the City of Santa Clarita Developer Fee for the benefit of the Consolidated Fire Protection District by 2 and 1/2 (two and one half percent)%, from $.1868 to $.1820 per square foot of new building floor area for FY 95-96, This 2 and 1/2% decrease is based on new information received by the Fire Department in July 1995, which shows lower constructions costs than originally projected. The public hearing will be held by the City Council in the City Hall Council Chambers, 23920 Valencia Boulevard, First Floor, the 22nd day of August, 1995, at or after 6:30 p.m. Proponents, opponents and any interested persons may be heard on this matter at this time. Further information may be obtained by contacting the City Clerk's office, Santa Clarita City Hall, 23920 Valencia Boulevard, Suite 300, Santa Clarita, CA 91355. Any property owner within an area of benefit may file a written protest delivered to the City Council at, or prior to, the public hearing. The property owner may protest against any or all of the developer fee amount proposed to be levied. All protests must be in writing, signed by the property owner, and must contain a description of the property to clearly identify it. If the signer is not shown on the last equalized assessment roll as the property owner, the protest must have written evidence that the signer is the property owner. If you wish to challenge the action taken on this matter in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City of Santa Clarita at, or prior to, the public hearing. Grindey City Clerk Publish Dates: Saturday, August 12, 1995 and Thursday, August 17, 1995 council\f eesf r1 l .mar RESOLUTION NO. 95-102 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA AMENDING RESOLUTION NO. 92-152 PERTAINING TO DEVELOPER FEES FOR FUNDING OF FIRE PROTECTION FACILITIES THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The City Council does hereby make the following findings of fact: a. On July 14, 1992, the Council adopted Resolution No. 92-152 which established a financing plan to fund fire protection facilities in the benefit area designated as the Santa Clarita Valley, as part of the Consolidated Fire Protection District of Los Angeles County. On August 25, 1992, the Council adopted Ordinance 92-15 which authorized the establishment of a fee to fund fire protection facilities. C. On April, 13, 1993, the Council adopted Resolution No, 93-48 to amend Resolution No. 92-152, raising the fire fees to $.1937 per square foot of the new floor areas of buildings for FY 93-94; d. On September 14, 1994, the Council adopted Resolution No. 93-110 to amend Resolution No. 93-48, lowering the fire fees to $.1876 per square foot of the new floor areas of buildings for FY 93-94. e. On July 7, 1994, the County of Los Angeles Board of Supervisors adopted a fire fee of $.1868 per square foot. f On August 23, 1994, the Council adopted Resolution No. 94-93 amending Resolution No. 92-152 lowering the fire fees to $.1868 per square foot of the new floor areas of buildings for FY 94-95. SECTION 2, The City Council does hereby determine and declare as follows: Paragraph "h" of Section 3 of Resolution No. 92-152 is hereby amended to read as follows: "h. The developer fee is based on a determination by the District of the required service provision, During the City's fourth year of the program (1995-96), fees will be $.1820 per square foot of the new floor area of buildings."
