NisichKGo�A CONSENT CALENDAR DATE: July 11, 1995 SUBJECT: CREEKSIDE ROAD/AUTO CENTER DRIVE FOUR-WAY STOP SIGN INSTALLATION DEPARTMENT: Community Development BACKGROUND The Traffic Engineering Section received a request from the auto dealers along Creekside Road, to re-evaluate the previous four-way stop sign installation study at the subject location. The intersection was last evaluated on April 30, 1993; however, a multi -way stop control was not recommended at that time. Also, the study recommended that the intersection be re-evaluated if there is a substantial change in traffic volumes.. The recently collected traffic counts showed an increase in traffic volume entering the intersection of Creekside Road/Auto Center Drive. The monitoring study showed that the installation of the new traffic signal at McBean Parkway/Creekside Road and the development of the new shopping center at the southeast corner of this intersection, have caused a major redistribution of traffic volumes, resulting in some 25 percent increase in traffic volumes using the intersection. The review of the accident history, from January 1, 1994 to December 31, 1994, also showed four (4) reported accidents that are susceptible to correction by a multi -way stop control. Based on this latest study, the minimum requirements for a multi -way stop control is satisfied at this location. Therefore, staff recommends to install a four-way stop sign installation at the intersection of Creekside Road and Auto Center Drive, Adopt Resolution No. 95-91, establishing a four-way stop sign installation at the intersection of Creekside Road and Auto Center Drive. Nisich, City Engineer FROM: Bahman Janka, City Traffic Engineer DATE: June 27, 1995 SUBJECT: Creekside Road/Auto Center Drive - Four -Way Stop Installation Study The Traffic Engineering section received a request from Mr. Mike Haviland and the auto dealers along Creekside Road to perform a traffic analysis at the intersection of Creekside Road and Auto Center Drive. They are concerned with the safety of motorists entering the intersection, and are requesting a four-way stop sign installation study. The location is presently controlled by a two-way stop sign installation. The traffic along Auto Center Drive stops and yields the right-of-way to the traffic along Creekside Road. The result of the traffic study showed that the minimum requirements for a multi -way stop installation is satisfied at this location. Therefore, staff recommends to install a four-way stop sign control at the intersection of Creekside Road and Auto Center Drive. EXISTING CONDITION Creekside Road is an east -west collector street with a 64 foot road width. There are existing sidewalk, curb, and gutter along both sides of the road. This roadway is striped for one lane in each direction with a two-way left -turn lane at the center. There are edgelines along both sides of the street that separate the travel lane and the parking area. On -street parking is allowed along Creekside Road. Auto Center Drive is a north -south collector street. There are existing sidewalk, curb, and gutter along both sides of the road. There are existing stop signs on Auto Center Drive at Creekside Road. On -street parking is allowed only on the west side of the street. DISCUSSION The location was last evaluated for a four-way stop sign installation on April 30, 1993. S. inity Map Exhibit RESOLUTION NO. 95-91 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA ESTABLISHING A FOUR-WAY STOP SIGN INSTALLATION AT THE INTERSECTION OF CREEKSIDE ROAD AND AUTO CENTER DRIVE WHEREAS, California Vehicle Code Section 21354 allows local authorities to designate any intersection under their exclusive jurisdiction as a stop control intersection; and WHEREAS, traffic operations at the intersection of Creekside Road and Auto Center Drive would benefit from such designation. THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES RESOLVE AS FOLLOWS: Section 1. That the intersection of Creekside Road and Auto Center Drive be designated as a four-way stop control intersection. Traffic on Creekside Road and Auto Center Drive shall be required to stop before entering the intersection. Section 2. That the stop designations, as provided herein, shall apply when appropriate signs and pavement markings giving adequate notice thereof have been placed as described in Section 1. Section 3., That staff install the necessary signs and pavement markings to effect this resolution. PASSED, APPROVED AND ADOPTED this day of 11995.
